CSAC MEETING MINUTES - MARCH 21, 2024 ATTENDEES Members: John Prieto, Barbara Sacks, Anastasia Bamberg, Shayan Farooqi, Jane Remis Liaisons: Sheila Brogan (BOE), Lorraine Reynolds (Village Council) Advisors: Ray Tarino (RPD), Chris Piersa (Engineering), Visitors: Susan Ruane A. COMMENTS FROM THE PUBLIC West Saddle River Road is slated to be repaved. Resident requested that speed bumps be installed to prevent drivers from continuing their high rate of speed as they exit Route 17. Rumble strips or speed limit signs are additional alternatives. B. OLD BUSINESS 1. Sight Triangle Locations updates (Engineering): Since the last meeting , 4 new notices have been sent to homeowners. Two 2nd notices have been sent out. No additional properties have been reported to have come into compliance. 2. Lighting in CBD repairs (Engineering, PD): All street light outages have been reported for repair. PSE& G has a new reporting system that anyone can use to report and track outages through the system: https://nj.pseg.com/outageandgasleaks/duringanoutage/streetlightoutages. 3. CBDAC (Bamberg): New lights in the CBD have been discussed. CBDAC wants to replace some street lamps with alternatives that direct the light downward. The streetlight at Linwood will be replaced with a downward LED spotlight. Traffic light has been replaced at Oak and Franklin. There is a delay in replacing the remaining light to at Franklin and N. Maple because it would involve land taking. 4. Franklin Ave Corridor follow-up on project and previous plans: the bump-outs and center island were not pursued because of lack of support from the former village council and concern over losing parking spaces. There is also some decision making that will revolve around any redevelopment (Town Garage and possible sale of 2 buildings) in that corridor which would need to be taken into account should the plans for the corridor need to be modified. The county considers the paving and street improvements to be completed, with the exception of N. Maple and Franklin Ave. traffic signal.  5. W. Glen Ave sidewalks (Engineering): some of the retaining walls will fall on private property. It remains to be determined whether the village or the homeowners will be responsible for the maintenance after the 2 year maintenance bond period has elapsed. Alternatively, it may be possible not to construct retaining walls but have steep slopes instead if the bedrock is exposed. The matter will be further investigated. 6. Intersection of W. Glen Ave and Oak St. (Reynolds, Engineering, PD): the county has retimed the light at Glen and Maple Ave. and the village is still considering adding a left turn signal, which involves a 10 month wait for the new pole required. The village may conduct a traffic study to determine peak volume times and possibly consider a “No Right Turn” onto Bryden Place from southbound Maple Ave. during certain hours. This would require county agreement. 7. Clinton Ave/Ridge School area (Reynolds/Engineering/PD): Engineering is working on new plans for a 24 foot wide roadway, curbs on both sides, and a 4 foot sidewalk on the west side. Utility poles would not be relocated under this plan. Regarding ponding at the intersection of Godwin and Clinton Ave., the county has agreed to allow the construction of a storm drain from Maltbie Ave. to Claremont Ave. to alleviate roadway ponding. C. NEW BUSINESS 1. Refresh painting of crosswalks/intersections/street centerlines (Prieto, Sacks) – a member requested center line painting on Northern Parkway from Overbrook to Linwood to keep drivers in their lane and to deter speeding. Crosswalks at N. Maple Ave. at Linwood and North Maple at Glen Ave. need repainting. 2. Lawns area Residents have stated that drivers are speeding at the Y intersection of Berkshire and Newcombe and also at the intersection of Berkshire and Arcadia NEXT CSAC meeting: April 18, 2024 at 7:30 PM
