Swearing- in of Fire Chief John Judge Pursuant to Chapter 3- 19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3- 20, Decorum, the Village Council meetings shall be conducted in the following manner: Manner of Addressing Council Persons other than Council members may be permitted to address the Council in the proper order of business. A person upon recognition by the Chair, be heard either present may, upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion through the Chair, respond is pending. A Council member may, to any communication or address received pursuant to this section.  Decorum Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council. 11 . Introduction - Ordinance 3895 - Establish a CAP Bank - Establishes that the final appropriations in the CY 2022 budget will be increased by 3 . 50 the previous over year' s final appropriations, amounting to 1, 441, 789. 18in excess of the increase in final appropriations otherwise permitted. This is done in accordance with N. J. S. A. 40A: 4- 45 . 14, and is advisable in order to establish a CAP Bank. C. ORDINANCES - INTRODUCTION - RIDGEWOOD WATER 3896 - Bond Ordinance - Water Utility Capital NTE $ 12, 797, 200) - Appropriates this money for various capital improvements for Ridgewood Water 3897 - Amend Chapter 145 - Fees - Water Rates & PFAS Treatment Charges - Sets new water rates at a 30 increase from 2021 . ORDINANCES - INTRODUCTION 3898 - Bond Ordinance - General Capital NTE $ 5, 173, 400) - Appropriates this money for various capital projects/ purchases for various Village departments 3899 - Amend Chapter 145 - Fees - Sewer Connection Fees Increases the fees for sewage connections for residential and non- residential developments located both within and adjacent to the Village of Ridgewood 3900 - Amend Chapter 260 - Trees and Shrubs - Amends the Village of Ridgewood' s ordinance governing trees and shrubs, and establishes new regulations the removal and replacement of for: trees; the requirement of a tree removal permit and enforcement and permit fees to be charged; of this ordinance 3901 - Amend Chapter 145 - Fees - Trees and Shrubs - Establishes the fee for a tree removal permit and increases the amount for a replacement tree value 3902 - Amend Chapter 190 - Land Use and Development - Zoning Map - Updates and incorporates the amended 2022 Zoning Map into the Village Code 3903 - Amend Chapter 265 Vehicles and Traffic - Permit Parking - Extended Parking in Central Business District for Ridgewood Residents in Central Business District and Residential Zones - Establishes a Central Business District Parking 24/ 7/ 365 Permit which allows Ridgewood residents, living in the Central Business District or in other residential zones, to park their vehicle in one of six designated parking spaces in either the Hudson Street Garage, 3rd floor or in one of six designated parking spaces in the Cottage Place Parking Lot, for 24 hours/ day, 7 days/ week, 365 days/ year 3904 - Amend Chapter 145 Fees - Fees for Ridgewood Central Business District Parking 24/ 7/ 265 Permit - Establishes the fees for the Ridgewood Central Business District Parking 24/ 7/ 365 Permit at $1, 625/ year for a designated parking space in the Hudson Street Garage, 3rd floor or 1, 300/ year for a designated parking space in the Cottage Place Parking Lot. The fees shall be prorated, based on the month of purchase. 19. ORDINANCES - PUBLIC HEARING Vehicles and Traffic - Time 3891 - Amend Chapter 265 - Limit Parking - Doremus Avenue 3892 - Amend Chapter 222 - Power Tools, Landscaping, and Yard Maintenance Equipment 3893 - Long Term Leasing of Village Parking Spaces for Commercial Dumpsters in the Chestnut Street Lot 3894 - Amend Chapter 145, Fees - Fees for Lease of Parking Spaces for Dumpsters in the Chestnut Street Lot 20 . EACH RESOLUTION WILL BE READ BY TITLE ONLY: 22- 94 Title 59 Approval - Irrigation System Services - Parks and Recreation - Approves the plans and specifications for 2021 Proposal for Irrigation System Services for the Village Parks and Recreation Department in the Village of Ridgewood, prepared by Ridgewood Parks and Recreation, pursuant to Title 59 22- 95 Award Contract - Irrigation System Services - Parks and Recreation ( NTE $ 18, 000) - Awards a contract for the second optional year to the sole responsible bidder, Sprinkler Guy, 4- 15 Berdan Avenue, Fair Lawn, NJ 22- 96 Renewal of Bergen County Joint Insurance Fund Membership and Rescind Resolution # 22- 75 - Renews the Village of Ridgewood' s membership in the Bergen County Joint Insurance Fund JIF) from 2020 through 2022 and rescinds Resolution# 22- 75, which erroneously renewed the Village of Ridgewood' s membership in the Bergen County JIF from 2022 through 2024 22- 97 Declare Property Surplus - Streets Department Declares various items of the Streets Department surplus and authorizes the Village Manager to have these items sold at an online auction on GovDeals 22- 98 Declare Property Surplus - Parks Department - Declares various items of the Parks Department surplus and authorizes the Village Manager to have these items sold at an online auction on GovDeals 22- 99 Endorse Submission of Recycling Tonnage Grant Annual resolution which endorses the submission of the Municipal Recycling Tonnage Grant Application to the New Jersey Department of Environmental Protection and designates Johanna Luttrell, Certified Recycling Coordinator, to ensure that the application is properly filed 22- 100 Accept New Tree Species for Screening Berm at Schedler Property - Accepts the recommended switch in tree species from Blue Spruce to Thuja Green Giant for the Schedler screening berm. This due to inability to obtain the Blue Spruce trees because of needle drop disease. SHPO has also approved the use of the Thuja Green Giant species . 22- 101 Authorize Cleanup of Gypsy/ Kings Pond Park by the Ridgewood Wildscape Association and the Ridgewood High School Green Club - Authorizes these volunteer groups to clean the Gypsy/ Kings Pond Park area, along with a Public Awareness Campaign, on May 1, 2022 .
