Proclamations NONE Pursuant to Chapter 3- 19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3- 20, Decorum, the Village Council meetings shall be conducted in the following manner: Manner of Addressing Council Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section. Decorum Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council. 8. Fletcher Creamer and Son, Inc. , 101 East Broadway, Hackensack, NJ 22- 248 Award Contract Under State Contract - TV Monitors for SCADA Room in Ridgewood Water Headquarters ( NTE $ 30, 386. 88) - Awards a Contract under State Contract, Omnia Partners Co- op, to B & H Photo/ Video, 420 Ninth Avenue, New York, NY 22- 249 Award Contract Under State Contract - Water Quality Testing Equipment and Supplies NTE $ 35, 928 . 03) - Awards a Contract under State Contract to Hach Company, 5600 Lindbergh Drive, Loveland, CO 22- 250 Award Professional Services Contract - Engineering Services for Raw Water Mains, Phase 1 ( NTE $ 1, 068, 350) - Awards a non- fair and open Professional Services Contract to Mott MacDonald, 111 South Wood Avenue, Iselin, NJ. The Pay to Play forms have been filed with the Village Clerk' s office, as required by law. 22- 251 Award Professional Services Contract - Evaluation of Carr Water Treatment Plant NTE $ 27, 895) - Awards a non- fair and open contract to Water Quality Investigations, 2158 State Highway 92, Suite 2, Mount Horeb, WI . The Pay to Play forms have been filed with the Village Clerk' s Office, as required by law. 22- 252 Authorize Change Order - Ridgewood Water Headquarters ( NTE $ 18, 800. 26) - Authorizes a Change Order to the original lowest responsible bidder, Adamo Brothers Construction, Inc. , 1033 Alexander Avenue, Ridgefield, NJ. This change order is for electric and plumbing components for the elevator shaft, as required by the NJ Department of Community Affairs, which inspects the elevators . 22- 253 Authorize Agreement with PSE& G - Energy Saver Direct Install Program ( NTE $ 14, 306. 14) - Authorizes an Agreement with PSE& G for replacement of lighting with energy efficient measures at several Ridgewood Water facilities located in Glen Rock, Midland Park, Ridgewood, and Wyckoff. PSE& G will contribute $ 11, 281 . 31 ( about 440) to this project. The Village Manager is authorized to execute this Agreement. 22- 254 Request Governor and NJ State Legislature to Commit Additional Funding to Water Infrastructure - Requests the Governor and NJ State Legislature to grow the amount of Federal funding for NJ Water Projects, including the replacement of lead service lines, removal of PFAS contamination, and addressing aging and unreliable drinking water, wastewater and stormwater systems in the face of climate change impacts 22- 255 Approve Order of Billing Categories for Application of Payments to Ridgewood Water - Approves the order that customer payments are applied, to Ridgewood Water billings and delinquencies 14 . ORDINANCES - INTRODUCTION 3914 - Amend Chapter 190 - Land Use and Development - Window Displays for Vacant Storefronts 3915 - Rename Bond Ordinance from Circle Avenue Drainage Improvements to Drainage System Improvements - Various Locations 15 . ORDINANCES - PUBLIC HEARING 3912 - Amend Chapter 265 - Vehicles and Traffic - Time Limit Parking, Overtime Parking and Repeat Parking 3913 - Bond Ordinance - Purchase of Recycling Truck NTE $ 355, 000) 16. RESOLUTIONS THE FOLLOWING RESOLUTIONS, NUMBERED 22- 256 THROUGH 22- 271 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. EACH RESOLUTION WILL BE READ BY TITLE ONLY: 22- 256 Award Contract - Respirator Fit Tester - Health Department - Awards a contract to the sole source for a Fit Tester to be used on N95 and P100 masks, to TSI, Inc. , 500 Cardigan Road, Shoreview, MN. The cost for the Respirator Fit tester is $ 15, 725, which will be paid for by the Village of Ridgewood and reimbursed through a State grant . 22- 257 Award Contract - SCADA System Upgrade - Water Pollution Control Facility ( NTE $ 157, 713) - Awards a contract to the sole source supplier, Emerson Process Management Power and Water Solutions, Inc. , 200 Beta Drive, Pittsburgh, PA. This is for hardware, equipment and software to upgrade the SCADA system for the Water Pollution Control Facility. 22- 258 Award Contract - Restoration and Staining of The Lester Stable ( NTE $ 24, 745) - Awards a contract to the lowest responsible quote from Five Star Painting, 73 Harding Avenue, Westwood, NJ 22- 259 Award Contract Under Bergen County Contract - Painting of Village Hall Fagade NTE $ 34, 463 . 25) - Awards a Contract under Bergen County Contract to A. N. A. Painting Corporation, 172 Linden Street, Hackensack, NJ 22- 260 Award Additional Funding for Contract Under Sourcewell - Rubber Tire Front End Loader and 48- inch Bucket for Clearing Sidewalks of Ice Snow - Water Pollution Control Facility NTE $ 9, 162 . 68) - Awards a contract under Sourcewell to Gamka Sales Company, Inc. , 983 New Durham Road, Edison, NJ. The Village Council previously approved the purchase of this vehicle, through Resolution # 21- 164 . Since the time that this resolution was awarded to this vendor, the pricing of the vehicle has been updated with Sourcewell, which increases the original price by 6, 322 . 68 . In addition, since the original resolution was adopted, a need has been identified for the purchase of a 48- inch bucket for this vehicle, which costs $ 2, 840, and will allow the clearing of ice and snow from sidewalks . 22- 261 Award Contract Under National Cooperative Purchasing Alliance Contract - Licensing Fees and Service for Security System Software NTE $ 6, 549. 79) - Awards a Contract under National Cooperative Purchasing Alliance Contract to Secure Watch 24, 70 Moonachie Avenue, Moonachie, NJ 22- 262 Authorize Change Order - Planning Consulting Services - Green Acres Diversion - Amendment to Recreation and Open Space Inventory NTE $ 2, 500) - Authorizes a change order to the original Professional Services Contract which was awarded to Topology NJ, LLC, 60 Union Street, # 1N, Newark, NJ. This additional work is to remove a paper street which was erroneously placed on the Village of Ridgewood' s Recreation and Open Space Inventory (ROSI) . 22- 263 Authorize Change Order to Contract for Tree Removals in Various Locations ( NTE $ 32, 000) - Authorizes a change order to the original lowest responsible bidder, Dujets Tree Experts, Inc. , 54 Notch Road, Woodland Park, NJ. This was necessary in order to include additional locations for tree removals, which were not in the original contract . 22- 264 Authorize Credit Toward Significant Sewer Discharge Billing ( NTE $ 6, 875. 47) - Authorizes credits to 62 sewer collection accounts which were inadvertently charged interest from March 2020 through March 2022, during which time interest charges were waived through Governor Murphy' s Executive Order, due to the COVID pandemic. The interest charges to these accounts will be applied as credits to subsequent bills . 22- 265 Authorize Revised Agreement with PSE& G - Energy Saver - Direct Install Program NTE $ 41, 976 . 01) - Authorizes a revised Agreement with PSE& G for replacement of lighting and HVAC equipment, with energy efficient measures, at Village Hall . This additional cost brings the entire project to a total cost of $ 165, 907 . 49. PSE& G will contribute $ 123, 931. 48 ( about 750) to this project . The Village Manager is authorized to execute this Agreement . 22- 266 Authorize Execution of Memorandum of Understanding with Bergen County for Childhood Lead Program - Authorizes the execution of a Memorandum of Understanding with Bergen County Department of Health Services as the regional site for childhood lead poisoning services . The Mayor and Health Officer are authorized to execute this MOU, for the period of July 1, 2022 to June 30, 2025 . 22- 267 Authorize Execution of Agreement - Lightning Detection System ( Ridgewood Board of Education) - Authorizes the Mayor and Village Clerk to execute a Shared Services Agreement between the Village of Ridgewood and the Ridgewood Board of Education ( BOE) . This Agreement will delineate that the Ridgewood BOE will pay for hardware, the necessary software subscription, maintenance costs, and other related fees, for a Lightning Detection System with Earth Networks, 12410 Milestone Center Drive, Suite 300, Germantown, MD, for a five- year term. The Village of Ridgewood will then reimburse the Ridgewood BOE for 500 of these costs. 22- 268 Authorize Submission of NJDOT Grant Application - North Monroe Street, Phase 2 - Authorizes the Mayor and Village Clerk to submit a grant application for a NJDOT grant for paving of North Monroe Street, Phase 2 22- 269 Approve 2022- 2023 Renewal of Liquor License - Maple Avenue Liquors - Approves the 2022- 2023 renewal of the liquor license held by Maple Avenue Liquors, LLC, due to the fact that the licensee received a Special Ruling from the Director of the Division of Alcoholic Beverage Control to do so 22- 270 Accept Donation - Wind Sculpture for Children' s Sensory and Butterfly Garden - Accepts the donation from the Halaby Family for this wind sculpture. The Halaby Family does not currently have any applications before any Ridgewood boards or committees . 22- 271 Authorize Change Order - Repairs to Gutters at Taxi Stand ME $ 4, 816. 04) - Authorizes a change order to the original lowest responsible bidder, Tri- flex Industries, Inc. , 933 US Highway 9 North, South Amboy, NJ. This is necessary due to the fact that the current gutters have been damaged and are leaking.
