Proclamation Recognize Lunar New Year Festival Pursuant to Chapter 3- 19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner: Manner of Addressing Council Persons other than Council members may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Council member, nor shall any person be permitted to address the Chair while a motion is pending. A Council member may, through the Chair, respond to any communication or address received pursuant to this section. Decorum Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council. 8. ORDINANCES - INTRODUCTION 3936 - Bond Ordinance - General Capital - Paving, Purchase of Vehicles, and Purchase of LUCAS Devices ( NTE $ 2, 508, 000) - Appropriates this money for paving of various roads, the acquisition of a truck for the Streets Department, and the acquisition of LUCAS devices for the Fire Department 3937 - Amend Chapter 149 - Fire Prevention - Establish Fire Watch Services - Establishes regulations for Fire Watch Services, which is ordered by the Fire Official under specific circumstances 3938 - Amend Chapter 145 - Fees - Fire Watch Services - Establishes fees for Fire Watch Services for the following: application fee, Firefighter hourly rate, vehicle rates, and an Administrative Fee 3939 - Amend Chapter 249 - Streets and Sidewalks - Paving Moratorium Violations - Fees - Establishes a fee of $ 2,500 for every street opening or $ 2,500 for every 50 linear feet of pipe trench, whichever is greater, when a municipal parking lot or roadway in the Village is excavated within a period of five years from the date of the new pavement surface completion, unless an emergency exists. Also establishes a fee of $200 per measured square foot of thermoplastic crosswalk material damaged or removed within five years from the date that the thermoplastic was installed. 16. ORDINANCES - PUBLIC HEARING NONE 17. RESOLUTIONS THE FOLLOWING RESOLUTIONS, NUMBERED 23-32 THROUGH 23- 53 ARE TO BE ADOPTED BY A CONSENT AGENDA, WITH ONE VOTE BY THE VILLAGE COUNCIL. THERE IS A BRIEF DESCRIPTION BESIDE EACH RESOLUTION TO BE CONSIDERED ON THE CONSENT AGENDA. EACH RESOLUTION WILL BE READ BY TITLE ONLY: 23- 32 Authorize Tax Assessor/ Tax Collector to File Appeals and/or Settlement Stipulations - Authorizes the Tax Assessor and/ or Tax Collector to file tax appeals and/ or settlement stipulations with the Bergen County Board of Taxation for the purpose of correcting assessment errors for the year 2023. This resolution also authorizes the Tax Assessor, in conjunction with the Village Attorney, to conduct settlement negotiations in matters pending before the Tax Court of New Jersey in 2023. 23- 33 Title 59 Approval - Landfill Disposal of Solid Waste - Approves the plans and specifications for Landfill Disposal of Solid Waste, prepared by the Director of Operations, pursuant to Title 59 23- 34 Award Contract - Landfill Disposal of Solid Waste ( NTE $ 764, 655) - Awards the second year of a two- year contract to the lowest responsible bidder, IWS Transfer Systems of NJ, Inc., 300 Frank W. Burr Boulevard, Suite 39, Teaneck, NJ 23- 35 Award Professional Services Contract - Land Surveyor Services ( NTE $ 1, 900) - Awards a Professional Services Contract to Daniel M. Dunn, Dunn Surveying and Mapping, P. A., 40 East Prospect Street, Waldwick, NJ 23- 36 Award Professional Services Contract - Energy Consultant for Residential Energy Aggregation Awards a contract to Gabel Associates, 417 Denison Street, Highland Park, NJ. The Village of Ridgewood does not pay towards this, as the energy providers pay the consultant' s fees. 23- 37 Award Professional Services Contract - Final Design Services - Safe Routes to School Grant NTE $ 141, 756. 25) - Awards a non- fair and open Professional Services Contract to NV5, Inc. 800 Lanidex Plaza, Suite 300, Parsippany, NJ. The required Pay to Play forms have been filed with the Village Clerk' s Office. The cost for this will be reimbursed through a grant from the NJ Department of Transportation. 23- 38 Authorize Shared Services Agreement - TV Inspection of Sewer Ma. ins ( Northwest Bergen County Utilities Authority) NTE $ 0. 89 per foot, minimum payment $ 500/ day) - Authorizes the first year of a two- year Shared Services Agreement with the Northwest Bergen County Utilities Authority for TV Inspection of Water and Stormwater mains 23- 39 Authorize Shared Services Agreement - School Resource Officer ( Ridgewood Board of Education ( NTE $ 100, 000) - Approves a Shared Services Agreement with the Ridgewood Board of Education, whereby the Village and the Board of Education will each pay 100, 000/ year for funding a School Resource Officer 23- 40 Authorize Shared Services Agreement - Bergen County Police Chiefs Association Mutual Aid Plan and Rapid Deployment Force - Authorizes the Ridgewood Police Department to participate in a County- wide Mutual Aid Plan and Rapid Deployment Force to be used in times of emergency 23- 41 Accept Name Change of Vendor - Single Operator Leaf Vacuum Truck - Accepts the name of the new vendor that bought Peirce- Eagle Equipment Company to award the contract for a single operator leaf vacuum truck to: Vac- Con Services, Inc., 3388 Route 22, Branchburg, NJ 23- 42 Adopt 2023 Temporary Budgets - Approves the 2023 Temporary Budgets for the General budget, the Water Utility budget, and the Parking Utility budget, which will fund Village operations prior to the adoption of the 2023 Budget 23- 43 Refund Overpayment of Property Taxes - 460 Northern Parkway - Refunds the inadvertent duplicate payment of property taxes to the owner of 460 Northern Parkway 23- 44 Authorize Refund and Cancellation of Property Taxes for Disabled Veteran - Block 1607, Lot 3. 01 - Authorizes a property tax refund for the owner of Block 1607, Lot 3. 01, due to the fact that no property taxes should have been levied on this property. This is because the Village has received confirmation that the property owner is a Disabled Veteran and exempt from paying property taxes 23- 45 Endorse Submission of Federal Grant for Recycling Infrastructure Improvements and Designate Authorized Employee to Apply for Grant - Endorses the submission of a Federal grant for recycling infrastructure improvements and designates Sean Hamlin, Recycling Coordinator, to submit the grant application 23- 46 Endorse Community Development Block Grant - Family Promise - Empowering Homeless Working Families Through Financial Education - Confirms the endorsement of a $ 24, 500 Community Development Block grant. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds. 23- 47 Accept Donation - Fencing and Posts for 90- Foot Baseball Diamond on Veterans Field - Accepts a $ 1, 000 donation from the Ridgewood Baseball/ Softball Association of seasonal fencing and posts for the 90- foot baseball field on Veterans Field, which will protect the sod in the off- season. The Ridgewood Baseball/ Softball Association does not have any applications before any Ridgewood Boards or Committees at this time. 23- 48 Adopt Form for Notice of Tort Claims - Adopts an updated form for Notice of Tort Claims to be used by the Village of Ridgewood, upon the recommendation of the Bergen County Joint Insurance Fund 23- 49 Certify Compliance with Federal Civil Rights Requirements - Certifies that the Village of Ridgewood' s hiring practices comply with the U. S. Equal Employment Opportunity Commission' s " Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964", as amended, pertaining to the consideration of an individual' s criminal history. This is required under P. L. 2017, c. 183, which requires that this be certified prior to the Village submitting its approved annual budget to the NJ Division of Local Government Services. 23- 50 Appoint Joint Insurance Fund Commissioner - Appoints Heather Mailander, Village Manager/ Village Clerk, as the JIF Fund Commissioner for 2023 23- 51 Appoint Public Agency Compliance Officer - Designates Heather Mailander, Village Manager, as the P. A. C. O. for the Village of Ridgewood for the calendar year 2023 23- 52 Appoint Members to Central Business District Advisory Committee - Appoints Anastasia Bamberg ( Citizens Safety Advisory Committee), Philip Davis ( Representative of the Ridgewood Chamber of Commerce) and Stephen Del Percio and Rebecca Tatlock as resident members to terms that will expire on 12/ 31/ 24. Also appoints Councilmember Pamela Perron ( Village Council liaison), Chief Jacqueline Luthcke or her designee, and Christopher Rutishauser, Village Engineer or his designee to terms that will expire on 12/ 31/ 23. 23- 53 Appoints Members to Green Ridgewood - Appoints Yvonne Nava and Justin Manger as members to terms that will expire on 12/ 31/ 24.
