Presentation of Certificate of Recognition – Jason Goodrich Pursuant to Chapter 3-19 of the Code of the Village of Ridgewood, Manner of Addressing Council, and Chapter 3-20, Decorum, the Village Council meetings shall be conducted in the following manner: Manner of Addressing Council Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section. Decorum Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council. 9. ORDINANCES – INTRODUCTION – RIDGEWOOD WATER 4054 - Amend Chapter 269 – Water – Update Definitions and Materials for Customer-Owned Water Service Lines – Amends Chapter 269 to address recent directives from the NJ Department of Consumer Affairs and the Uniform Construction Code, allowing customers to use materials other than copper for their water service, for the portion of the service owned by the customer. The change order is necessary due to design changes and fees required to be paid. 25-331Confirm Refund for Overpayment of Customer Payment Plan (NTE $6,833.77) - Confirms the refund that was approved by the Village Manager, for the Ridgewood Water customer residing at 697 Charnwood Drive, Wyckoff, NJ. The customer signed up for auto-pay to pay back a delinquent balance in installments, not realizing that the entire balance due on the account would be paid, which depleted her bank account and caused an extreme financial hardship. 25-332Authorize Execution of Agreement with Township of Wyckoff and Smith Sondy Asphalt Construction Company, Inc. – Road Improvements on Hartung Drive and Carlton Road – Authorizes the Mayor and Village Clerk to sign the Agreement the Village of Ridgewood has with the Township of Wyckoff and Smith Sondy Asphalt Construction Company, Inc. This will allow Ridgewood Water to use the Township of Wyckoff’s 2025 paving contractor to restore the road surface on streets in the Township of Wyckoff, due to water main installation work on these roads. 25-333Declare Property Surplus – Standby Generator – Wortendyke Facility – Declares a standby generator surplus property and authorizes the Village Manager to dispose of the property 25-334 Authorize Sale of Surplus Property to Borough of Ringwood – Standby Generator – Authorizes the sale of the standby generator to the Borough of Ringwood for $39,500 15. Resolution #25-335 – Capital Budget Amendment – Parking Capital Ordinance – Purchase of Kiosks and Related Services; and Payment for Option to Purchase Warner Theater – Amends the Parking Capital Budget for the Purchase of Kiosks and Related Services and the General Capital Budget 16. ORDINANCES – INTRODUCTION 4055- Bond Ordinance – Purchase of Kiosks and Financing of Professional Parking Consultant (NTE $1,372,000) – Appropriates this money for the purchase and all related costs and expenses, as well as hiring a professional  parking consultant for various projects, analyses, and reports concerning kiosks, signage, parking rates, and parking access and revenue control system 4056 - Bond Ordinance – Down Payment for Option to Purchase Warner Theater (NTE $250,000) – Appropriates this money for an option to purchase the Warner Theater at 190 East Ridgewood Avenue (Block 3704, Lot 7), including all costs and expenses incidental to this option to purchase 17. This change order is necessary to have sufficient fuel for Village vehicles through the end of the year, due to vagaries in the hydrocarbon market. 25-347Authorize Use of Ridgewood Open Space Trust Funds for Purchase of Pavilion at Irene Habernickel Family Park (NTE $179,920) – Authorizes the Village to use Open Space Trust Funds for the purchase of the pavilion at Habernickel Family Park, as allowed under the Open Space Trust Fund guidelines 25-348Chapter 159 – 2025 Budget Amendment – Grant from State of New Jersey Department of Transportation – Van Neste Square Bus Shelter Improved Mobility Project - Requests the Director of the Division of Local Government Services to approve the insertion of a special item of revenue into the 2025 budget for Public and Private Revenues Offset with Appropriations - State of New Jersey, Department of Transportation – Van Neste Square Bus Shelter Improved Mobility Project - $146,935 and that a like sum be appropriated in the 2025 budget under Operations excluded from “CAPS”, Public and Private Appropriations Offset by Revenues: State of New Jersey, Department of Transportation – Van Neste Square Bus Shelter Improved Mobility Project - $146,935 25-349Accept 2024 Annual Audit - Accepts the annual audit for 2024 and certifies that all members of the Village Council have reviewed, at a minimum, the sections of the audit entitled “General Comments” and “Recommendations” 25-350Authorize 2024 Corrective Action Plan – Approves the Corrective Action Plan proposed to correct the deficiencies found in the 2024 Annual Audit 25-351Release Performance Surety Bond – 657 Ridgewood, LLC for 657 Franklin Turnpike – Shell Station/Dunkin Donuts – Authorizes the release of the Performance Surety Bond for this project, as it has been deemed satisfactorily complete by the Building Department, Zoning Board of Adjustment, and Village Engineer 25-352Authorize Execution of Memorandum of Understanding with the County of Bergen – Usage of NJ Grant Funds – Hearing Loops and Retrofitted Audio Systems – Authorizes the Mayor and Village Clerk to execute the Memorandum of Understanding with the County of Bergen which outlines the terms and conditions of the NJ grant funds to be used to install hearing induction loops and retrofitted audio systems in three locations of Village Hall, in order to provide better sound volume for those with hearing deficiencies 25-353Confirm Endorsement of Community Development Block Grant – SHARE, Inc. – 104 Cottage Place – Repair  ofPipe - Confirms the endorsement of a $3,750 Community Development Block grant for this project. This resolution does not obligate the financial resources of the Village but will expedite the expenditure of Community Development funds. 25-354Authorize Renewal of Membership – Bergen County Joint Insurance Fund (JIF) – Authorizes the Village of Ridgewood’s membership renewal in the Bergen County Joint Insurance Fund (JIF) from January 1, 2026 through December 31, 2028 25-355Appoint Acting Municipal Court Administrator – Appoints Theresa Ernest, CMCA, the Acting Municipal Court Administrator on a provisional basis to undertake the duties of the absent Municipal Court Administrator and/or Deputy Municipal Court Administrator, during scheduled or unscheduled leaves of absence, a disaster or national security crises, until the absence or inability ceases. 25-356Appoint Member to Ridgewood Arts Council – Appoints Debra Borzon Kaplove to a term that will expire on 6/30/2025 25-357Declare Property Surplus – Graydon Pool Concession Stand Items – Declares two Graydon Pool concession stand items and authorizes the Village Manager to dispose of said items on GovDeals 25-358 Authorize Shared Services Agreement – Special Law Enforcement Officers Class III (Ridgewood Board of Education) – Authorizes a Shared Services Agreement with the Ridgewood Board of Education for several Special Law Enforcement Officers Class III. The Village will pay for their training and uniforms and the Ridgewood Board of Education will pay for their salaries.
