for the properties in which Appraisal Systems did not inspect. He emphasized that
property owners will be assessed at the highest level, if they do not grant the company
access to an interior inspection. The company offers a virtual inspection. Mr. Anzevino
estimated that approximately 80% of the town inspection is complete. A second letter will
be going out in January stating the value of the home. The homeowner will have a chance
to question the assessment and schedule a hearing, if needed. He noted that if the
resident is still not satisfied with the outcome, they can make an appointment with the
Board of Taxation. Mr. Anzevino explained that the values of 2024 and 2025 determine the
rate. He added that the rate will not be available until July. The Tax Assessor noted that
added assessments are billed out in November and are retroactive from when the project
was completed. He informed that the average increase is 10%. He added that historically
20% of the homes will decrease, 20% will increase and the remaining properties will stay
the same. He urged anyone with questions to contact him directly. Mr. Anzevino
discussed incentive options for senior citizens, including the Senior Freeze and Stay in NJ.
He also discussed the Anchor rebate. The Tax Assessor mentioned that to participate in
the Senior Freeze, the resident must be 65 years old, have lived in New Jersey for 10 years
and be a River Edge resident for three years. Mr. Anzevino explained that the Stay in NJ
regulations are still being worked out by the State. C. Kaufman inquired as to the sale price
of a home versus the assessment of a home. The Tax Assessor informed that a home
cannot be assessed at the sale price, until all the homes in the town are assessed. He
explained that if a home sells for $1 million, it cannot be assessed for $1 million. It would
only be assessed at 60%, since 60% of the homes have been assessed. He added that once
all the homes are inspected, they will be assessed based on the value. C. Glass questioned
if there will be transparency. The Assessor added that every sale, new home and map of
the town will be available to the public. The Mayor noted that the information is part of
the public record, which must be released. Mayor Papaleo added that the information is
also available on the Borough website. C. Kinsella questioned if the information would be
updated regularly. The Tax Assessor stated that he would update the assessment and
appraisals. C. Benson asked the Tax Assessor what he thought about the accuracy of
websites, such as Zillow. Mr. Anzevino stated that he does not use those sites and does
not believe them to be reliable. Mayor Papaleo clarified that every home will be inspected
twice within the 6-year timeframe. The inspections will be at random within the next 6
years. Mayor Papaleo emphasized that the Borough will not make additional money off
the reassessments. The cost is fairly distributed according to the assessment value.
