MINUTES Reorganization Meeting of the Mayor and Council Friday, January 5, 2024 7:00 P.M. CALL TO ORDER – A Regular Meeting of the Mayor and Council of the Borough of River Edge was held in person at the River Edge Public Library located at 685 Elm Avenue, River Edge, NJ 07661 and virtually via Zoom on January 5, 2024. The meeting was called to order at 6:21 p.m. by Mayor-Elect Thomas Papaleo. SILENT PRAYER – FLAG SALUTE Mayor-Elect Papaleo called for a moment of silent reflection for the Country, Nation and State. He then led those present in the salute to the flag. STATEMENT – Mayor-Elect Papaleo read the Statement of Compliance into the record as follows: Statement of Compliance with Open Public Meeting Act: This meeting complies with the Open Public Meeting Act by notification via the December 19, 2023 Sunshine Notice containing the location, date, time and access information to the Town News and the Record and by posting of same on the municipal bulletin board and Borough Website and filing a notice of the same with the Municipal Clerk. ROLL CALL – PRESENT: Councilwoman Kaufman, Councilwoman Montisano-Koen, Councilwoman Malellari, and Councilman Benson ABSENT: None ALSO PRESENT: Borough Administrator Lissette Aportela Borough Attorney John L. Shahdanian, Esq. Mayor-Elect Papaleo Councilman-Elect Glass Councilwoman-Elect Kinsella BOROUGH CLERK ANNOUNCES THE 2023 ELECTION RESULTS – The Borough Clerk announced that Thomas Papaleo was dually reelected as Mayor to serve a full four-year term starting 1/1/24 through 12/31/27 receiving 1,828 votes, Indira Kinsella was dually reelected as a Councilwoman to serve a full three-year term starting 1/1/24 through 12/31/26 receiving 1,751 votes and David Glass was dually elected as Councilman to serve a full three-year term starting 1/1/24 through 12/31/26 receiving 1,743 votes. OATH OF OFFICE – Assemblyman Chris Tully administered the Oath of Office to Mayor Papaleo who was joined by his wife. Assemblywoman Lisa Swain administered the Oath of Office to Councilwoman Kinsella who was joined by her family. Mayor Papaleo administered the Oath of Office to Councilman Glass who was joined by his family. Mayor Papaleo advised that Assemblywoman Swain and Assemblyman Tully both work with Senator Lagana and all three have done a tremendous amount for River Edge. He detailed the various ways that they have supported the Borough throughout the years which included a $900,000 nonmatching grant for infrastructure and park improvements. Assemblywoman Swain commented that it is their pleasure to be present this evening and remarked that River Edge is a beautiful community. She presented proclamations from District 38 to Mayor Papaleo, Councilman Glass, and Councilwoman Kinsella. She expressed thar River Edge is lucky to have them as their team. Assemblyman Tully stated that he is honored to not only continue to work with Mayor Papaleo, Councilman Glass and Councilwoman Kinsella but to have shared the ballot with them. He noted that Mayor Papaleo and Councilwoman Kinsella were reelected which means that they not only ran on promises but promises kept. He expressed his opinion that Councilman Glass will make an excellent addition to Council. He remarked that River Edge is a wonderful town and his door as well as the doors of Senator Lagana and Assemblywoman Swain are always open. ROLL CALL OF NEW MAYOR AND COUNCIL – PRESENT: Councilwoman Kaufman, Councilwoman Montisano-Koen, Councilwoman Kinsella, Councilwoman Malellari, Councilman Benson, Councilman Glass and Mayor Papaleo. ABSENT: None ALSO PRESENT: Borough Administrator Lissette Aportela Borough Attorney John Shahdanian, Esq. ELECTION OF COUNCIL PRESIDENT FOR 2024 – On motion by Councilwoman Kaufman, seconded by Councilwoman Kinsella, and all members present voting in favor, to nominate Lissa Montisano-Koen as Council President for the year 2024. Mayor Papaleo thanked Councilwoman Kaufman for all the great work she did as Council President over the past two years. WOMEN’S DEMOCRACTIC ORGANIZATION OF BERGEN COUNTY PRESENTATION TO COUNCILWOMAN KINSELLA BY ELLEN BUSTEED – Ellen Busteed, former Councilwoman, congratulated Councilman Glass on being elected to the governing body and expressed her belief that he will make a great addition. She congratulated Council President Montisano- Koen for being selected for this role. She provided background information on WEDO and explained this organization’s mission. She then presented a Certificate of Achievement on behalf of WEDO to Councilwoman Kinsella. PUBLIC COMMENTS ON ANY ITEM ON THE AGENDA – On motion by Councilwoman Kinsella, seconded by Councilman Benson, and all present voting in favor, to open the floor for public comments on any item on the agenda. ADMINISTER OATH OF OFFICE TO ALL APPOINTEES – Mayor Papaleo administered the Oath of Office to those appointees present this evening both in person and virtually and thanked them for their willingness to serve. FIRST READING – ORDINANCES – Ordinance #24-1 Motion by Council President Montisano-Koen that the following ordinance be introduced and passed on first reading and setting January 22, 2024 at 7:00 p.m. or as soon thereafter as the as the matter can be heard as the date and time and both the River Edge Library as the place and Zoom as the virtual platform for the hearing on said ordinance. Second by Councilman Benson. Mayor Papaleo read the title of the ordinance into the record: Ordinance #24-1 - An Ordinance to Fix the Salary, Wage and Compensation of the Officers and Employees of the Borough of River Edge, in the County of Bergen and State of New Jersey for the Year 2024 Borough Administrator Aportela explained that this ordinance establishes the salary ranges for employees who do not belong in a collective bargaining unit for year. She noted that there will be a resolution to authorize the actual salaries at the next meeting. COUNCIL COMMENTS – Councilwoman Kinsella congratulated Council President Montisano-Koen for being selected for this role and thanked Councilwoman Kaufman for her work as Council President over the past two years. She congratulated Mayor Papaleo on his reelection and Councilman Glass on his election as well as Lt. Zemaites on his promotion. She thanked all the new appointees to the various committees. She expressed appreciation to her family as well as WEDO and former Councilwoman Busteed for all they did for her campaign. Mayor Papaleo congratulated Councilwoman Kinsella on her win, commenting that she is doing a great job and that the community is blessed to have her serve the town. Council President Montisano-Koen thanked the members of the governing body for selecting her for this role. She congratulated Mayor Papaleo, Councilwoman Kinsella and Councilman Glass and welcomed Borough Attonrey Shahdanian. ADJOURNMENT - There being no further business to come before the Mayor and Council, on a motion by Council President Montisano-Koen, seconded by Councilwoman Kinsella, and unanimously carried, to adjourn this meeting.
