MINUTES Reorganization Meeting of the Mayor and Council Monday, January 6, 2025 Immediately Following the 2024 Sine Die Meeting CALL TO ORDER – The Reorganization Meeting of the Mayor and Council of the Borough of River Edge was held in person at the River Edge Public Library located at 685 Elm Avenue, River Edge, NJ 07661 and virtually via Zoom on Monday, January 6, 2025. The meeting was called to order at 7:11 p.m. by Mayor Thomas Papaleo. SILENT PRAYER – FLAG SALUTE Councilman Glass called for a moment of silent reflection in memory of the victims of the New Year’s Day attack in New Orleans. Councilman Benson led those present in the salute to the flag. STATEMENT – Mayor Papaleo read the Statement of Compliance into the record as follows: Statement of Compliance with Open Public Meeting Act: This meeting complies with the Open Public Meeting Act by notification on December 10, 2024 of this location, date and time to the Town News and the Record and by posting of same on the municipal bulletin board and Borough Web Site and filing a notice of the same with the Municipal Clerk. ROLL CALL – PRESENT: Councilwoman Montisano-Koen, Councilman Benson, Councilman Glass, Mayor Papaleo ABSENT: Councilwoman Kinsella ALSO PRESENT: Borough Administrator Lissette Aportela Borough Attorney William Rupp, Esq. Councilwoman-Elect Malellari Councilwoman-Elect Dhariwal ANNOUNCEMENT OF THE 2024 ELECTION RESULTS – Borough Administrator Aportela announced that Klodiana Malellari was dually reelected as a Councilwoman to serve a full three-year term through December 31, 2027 receiving 3,512 votes and Priti Dhariwal was dually elected as a Councilwoman to serve a full three-year term through December 31, 2027 receiving 3,508 votes. OATH OF OFFICE – Assemblywoman Lisa Swain administered the Oath of Office to Councilwoman Malellari who was joined by her family Assemblywoman Lisa Swain administered the Oath of Office to Councilwoman Dhariwal who was joined by her family. ROLL CALL OF NEW MAYOR AND COUNCIL– PRESENT: Councilwoman Montisano-Koen, Councilwoman Malellari, Councilman Benson, Councilman Glass, Councilwoman Dhariwal, Mayor Papaleo ABSENT: Councilwoman Kinsella ALSO PRESENT: Borough Administrator Lissette Aportela Borough Attorney William Rupp, Esq. Councilwoman Malellari expressed deep gratitude as she is embarking on her second term. She is honored with the trust the community has placed in her and recognizes her role has many challenges. She is looking forward towards building stronger community and thanked her family. Councilwoman Dhariwal expressed gratitude to residents for their warmth and support. She recognized her family including her parents and relatives who were watching the meeting via Zoom from India. She acknowledged the support she had received Assemblywoman Swain and Commissioner Zur. She noted that this is an opportunity to come together for hope and for a brighter future. Assemblywoman Swain thanked Councilwoman Malellari for her service and balancing her service with a young family. Assemblywoman Swain thanked Councilwoman Dhariwal for stepping up to serve the Borough. Assemblywoman Swain presented proclamations from the New Jersey Legislature on behalf of Legislative District 38 to Councilwoman Malellari, Councilwoman Dhariwal and former Councilwoman Kaufman. Mayor Papaleo noted that Assemblywoman Swain, Assemblyman Tully, and Senator Lagana have always been there for the Borough of River Edge in good times and bad times. He noted that the Borough and residents are grateful for their constant support. Sheriff Anthony Cureton wished all a happy new year and thanked the governing body for their great work. He presented a presented a certificate of commendation to Councilwoman Malellari and Councilwoman Dhariwal. PRESENTATION BY THE WOMEN’S DEMOCRATIC ORGANIZATION (WEDO) OF BERGEN COUNTY – Former Councilwoman Kaufman presented Councilwoman Dhariwal with certificate of congratulations from the Women’s Democratic Organization (WEDO) of Bergen County. She explained WEDO’s role in recruiting and supporting female candidates to run for public office. ELECTION OF COUNCIL PRESIDENT FOR 2025 – On a motion by Councilwoman Dhariwal, seconded by Councilwoman Malellari, and all present voting in favor, to nominate Councilwoman Lissa Montisano-Koen as Council President for the year 2025. Councilwoman Montisano-Koen: aye Councilman Benson: aye Councilwoman Kinsella: absent Councilman Glass: aye Councilwoman Malellari: aye Councilwoman Dhariwal: aye Mayor Papaleo commended Council President Montisano-Koen for serving as council president for a second term. Council President Montisano-Koen thanked the Council for voting for her again and she looks forward to working together to serve the residents of the Borough. Bergen County Commissioners Tracy Zur and Germaine Ortiz presented Councilwoman Malellari and Councilwoman Dhariwal with certificates on behalf of the Bergen County Board of Commissioners. Commissioner Zur explained that public service comes from a place of caring and a passion on how to make the community better. She said that she knows that Councilwoman Malellari and Councilwoman Dhariwal will serve with distinction. Commissioner Ortiz wished all a happy new year. She thanked those past and present officials who serve. She stated that she looks forward to working together. Commissioner Rafael Marte expressed that he was honored to be here. He noted that River Edge does great work and is amazed in all that is done in a quiet town. Commissioner Zur thanked the first responders and volunteers who step up every day to serve. ADMINISTER OATH OF OFFICE TO ALL APPOINTEES – Mayor Papaleo administered the Oath of Office to former Councilwoman Kaufman for her appointment as the Farmer’s Market Manager. He advised will attend various first meetings of the boards, commissions, and committees to issue the oaths of office. FIRST READING – ORDINANCES Motion by Council President Montisano-Koen that the following ordinance be introduced and passed on first reading and setting January 23, 2025 at 7:00 p.m. or as soon thereafter as the matter can be heard as the date and time and both the River Edge Library as the place and Zoom as the virtual platform for the hearing on said ordinance. COUNCIL COMMENTS – Council President Montisano-Koen formally welcomed Councilwoman Dhariwal to the Council. She noted that all are available to provide assistance. Council President Montisano-Koen congratulated Councilwoman Malellari for being reelected to her second term. Mayor Papaleo commented that the whole governing body concurs strongly with Council President Montisano-Koen’s remarks. He stated that the Borough has a productive, efficient and cooperative Council. ADJOURNMENT There being no further business to come before the Mayor and Council, on a motion by Councilwoman Dhariwal, seconded by Councilwoman Malellari, and unanimously carried to adjourn this meeting. Section 6: The compensation for Prosecutors who shall serve in the absence of the Municipal Prosecutor, shall be paid whenever required, on a varying scale of ZERO to EIGHTY-FIVE dollars ($0 to $85.00) per hour, upon presentation of duly executed voucher as required by law. Section 7: In addition to the salaries set forth herein, non-contractual employees of the Borough of River Edge covered under this ordinance shall be entitled to those benefits as specified in the Personnel Policy and Procedure Manual adopted by Resolution #21-264, dated September 13, 2021, and updated by Resolution #23-239, dated August 14, 2023. Section 8: In addition to the salaries set forth herein, the Borough Administrator of the Borough of River Edge covered under this ordinance shall be entitled to those benefits as specified in her contract as adopted by Resolution #20-283, dated December 14, 2020, Resolution #21-339, dated December 13, 2021, Resolution #22-358, dated January 4, 2023, and Resolution #24-360, dated January 6, 2025. Section 9: In addition to the salaries set forth herein, the Borough Clerk of the Borough of River Edge covered under this ordinance shall be entitled to those benefits as specified in her contract as adopted by Resolution #21-302, dated November 8, 2021, and Resolution #22-359, dated January 4, 2023. Section 10: Compensation for the part-time Recreation personnel, with the exception of the Assistant to the Director of Recreation and Cultural Affairs and the Park Attendant, shall be paid from the respective program trust accounts associated with said personnel. Section 11: Any difference in terms between the above policy and ordinance, the policy will be deemed dispositive. The employee compensation disclosure form shall be made part of any formal action taken by the local unit, but shall not be considered part of any contract or agreement. Section 12: The salaries, wages or compensation of all officers and employees shall be paid in twenty- four (24) installments, or upon presentation of duly executed vouchers as required by law.
