MISSION STATEMENT
The City of Riverside Public Utilities Department is committed to the highest quality
water and electric services at the lowest possible rates to benefit the community
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to

CONSENT CALENDAR
All matters listed under the CONSENT CALENDAR are considered routine by the Board
of Public Utilities and may be enacted by one motion in the form listed below. There will
be no separate discussion of these items unless, before the Board of Public Utilities votes
on the motion to adopt, Members of the Board of Public Utilities or the Public Utilities
General Manager, or his designee, request specific items be removed from the Consent
Calendar for separate action. Removed consent items will be discussed immediately after
adoption of the balance of the Consent Calendar.

3 APPROVE A THREE-YEAR AGREEMENT FROM REQUEST FOR PROPOSAL
NO. 1617 TO PROVIDE EMISSIONS TESTING AND EMISSIONS CONSULTING
AT THE THREE POWER GENERATION FACILITIES TO MONTROSE
ENVIRONMENTAL CORPORATION IN THE AMOUNT OF $150,000 PER YEAR.
That the Board of Public Utilities:
1. Approve the Professional Consultant Services Agreement between Montrose
Environmental Corporation and the City of Riverside for a term of three (3) years
with the option to execute three (3) one (1) year extensions, in the amount of
$150,000 per year; and
2. Authorize the City Manager, or his designee, to execute the Agreement
including making minor, non-substantive changes for an annual cost not to exceed
the amount of $150,000 per year.

4 AGREEMENT FOR CONVEYANCE OF EASEMENT FROM THE PAUL AND
PEGGY DOIRON LIVING TRUST TO CITY OF RIVERSIDE FOR THE
RIVERSIDE TRANSMISSION RELIABILITY PROJECT (RTRP) AT 7287 JURUPA
AVENUE APN 189-150-012 – WORK ORDER NO. 642975 FOR $75,804
That the Board of Public Utilities:
1. Recommend that the City Council approve the Agreement for Conveyance of
Easement with the property owner, The Paul and Peggy Doiron Living Trust, for an
easement on APN 189-150-012 located at 7297 Jurupa Avenue, Riverside
California; and
2. Approve the expenditure of $75,804 inclusive of the $72,804 purchase price
and an estimated amount of $3,000 for due diligence, title, escrow fees, and
related miscellaneous closing costs.

5 APPROVE A THREE YEAR AGREEMENT FOR REQUEST FOR PROPOSAL NO.
1618 TO PROVIDE DEMINERALIZED WATER SERVICES AT THE RIVERSIDE
ENERGY RESOURCE CENTER (RERC) AND CLEARWATER POWER PLANT –
TO GE MOBILE WATER, INC. – IN THE AMOUNT OF $800,000 PER YEAR
That the Board of Public Utilities:
1. Approve the Demineralized Water Service Agreement between GE Mobile
Water, Inc., and the City of Riverside for demineralized water services at the
RERC and Clearwater power plants for a term of three (3) years starting July 01,
2016 and ending June 30, 2019 with the option to execute three (3) one (1) year
extensions, in the amount of $800,000 per year; and
2. Authorize the City Manager, or his designee, to execute the Agreement
including making minor, non-substantive changes for an annual cost not to exceed
amount of $800,000 per year.

That the Board of Public Utilities approve a capital expenditure of $1,241,000 for
Work Order No. 1515609 which includes all design, construction, paving, contract
administration, inspection and construction contingency costs for the Arlington
Avenue and Western Avenue Water Main Replacement Project.

That the Board of Public Utilities recommend that the City Council:
1. Approve First Amendment to the Ground Lease with American Youth Soccer
Organization – Region 47 maintaining the terms of the original agreement and
extending through June 30, 2018;
2. Approve First Amendment to the Water Sales Agreement with American
Youth Soccer Organization – Region 47 maintaining the terms of the original
agreement and extending through June 30, 2018; and
3. Authorize the City Manager, or his designee, to sign all documents and
instruments necessary to complete the transaction.

12 PROPOSED RESOLUTION TO DECLARE STAGE 1 OF THE WATER
CONSERVATION PROGRAM INDICATING NORMAL WATER SUPPLY
CONDITIONS FOR RIVERSIDE PUBLIC UTILITIES AND PROPOSED
ORDINANCE TO COMPLY WITH THE STATE WATER RESOURCES CONTROL
BOARD EXTENDED EMERGENCY DROUGHT REGULATIONS
That the Board of Public Utilities recommend that the City Council:
1. Adopt the proposed resolution declaring Stage 1 of the Water Conservation
Program indicating normal water supply conditions for RPU; and
2. Introduce and subsequently adopt the attached Ordinance amending
Riverside Municipal Code, Water Conservation, Chapter 14.22 to comply with the
State Water Board’s extended emergency drought regulations.

13 PROPOSED SELF-CERTIFICATION OF WATER SUPPLY RELIABILITY FOR
THREE ADDITIONAL YEARS OF DROUGHT
That the Board of Public Utilities recommend that the City Council self-certify the
level of available water supplies and the level of conservation necessary to assure
that adequate water supply in drought conditions is available to meet the demands
of Riverside Public Utilities service area, assuming three additional dry years, is
zero.
