Conduct a public hearing to receive public input related to the electric and water utility five-year rate proposal and to consider and tabulate all written protests to the proposed water rate increases; 2. Adopt a resolution recording receipt of written protests to the proposed fiscal years 2018/19 through 2022/23 Water Rates and, if no majority protest is received to those water rates, establishing the fiscal years 2018/19 through 2022/23 Electric and Water Rules and Rates, as further described in that resolution; 3. Recommend that the City Council adopt a resolution approving the fiscal years 2018/19 through 2022/23 Electric and Water Rules and Rates; and 4. Recommend that the City Council approve changes to the Sharing Households Assist Riverside’s Energy Program and Energy Saving Assistance Program. Award Request for Proposal No. 1764 for Professional Consultant Services Agreement with Teledyne Monitor Labs, of Englewood, Colorado, for the Continuous Emissions Monitoring System upgrades at Riverside Energy Resource Center in the amount of $372,258; 2. Authorize the City Manager, or his designee, to execute the Professional Consultant Services Agreement with Teledyne Monitor Labs; and 3. Approve Work Order No. 1813281 for $420,000.
