PLEDGE OF ALLEGIANCE TO THE FLAG The following information and recommendations pertaining to Riverside Public Utilities are submitted for your information and action: City of Riverside Page 1 Board of Public Utilities Agenda - Revised May 14, 2018 PUBLIC HEARING • Call Public Hearing to Order • Roll Call of Board of Public Utilities • Open Public Hearing and Review Rules of Conduct • Staff will present recommendations on the following items: City of Riverside Page 2 Board of Public Utilities Agenda - Revised May 14, 2018 1 PUBLIC HEARING – PROPOSED CHANGES TO ELECTRIC AND WATER RULES AND RATES FOR FISCAL YEARS 2018/19 THROUGH 2022/23 AND CHANGES TO THE SHARING HOUSEHOLDS ASSIST RIVERSIDE’S ENERGY PROGRAM AND ENERGY SAVING ASSISTANCE PROGRAM That the Board of Public Utilities: 1. Conduct a public hearing to receive public input related to the electric and water utility five-year rate proposal and to consider and tabulate all written protests to the proposed water rate increases; 2. Adopt a resolution recording receipt of written protests to the proposed fiscal years 2018/19 through 2022/23 Water Rates and, if no majority protest is received to those water rates, establishing the fiscal years 2018/19 through 2022/23 Electric and Water Rules and Rates, as further described in that resolution; 3. Recommend that the City Council adopt a resolution approving the fiscal years 2018/19 through 2022/23 Electric and Water Rules and Rates; and 4. Recommend that the City Council approve changes to the Sharing Households Assist Riverside’s Energy Program and Energy Saving Assistance Program. CONSENT CALENDAR (Items 3-8) All matters listed under the CONSENT CALENDAR are considered routine by the Board of Public Utilities and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the Board of Public Utilities votes on the motion to adopt, Members of the Board of Public Utilities or the Public Utilities General Manager, or his designee, request specific items be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after adoption of the balance of the Consent Calendar. RPU-7530 FOR THE CONDUIT AND CABLE REPLACEMENT ON AMERICAN DRIVE TO DOTY BROS. EQUIPMENT COMPANY OF NORWALK, CALIFORNIA, IN THE AMOUNT OF $116,888.62 – APPROVE WORK ORDER NO. 1806416 FOR $192,000 That the Board of Public Utilities: 1. Award Bid No. RPU-7530 for the Conduit and Cable Replacement on American Drive, to the lowest responsive bidder Doty Bros. Equipment Company of Norwalk, California in the amount of $116,888.62; and 2. Approve Work Order No. 1806416 for $192,000. Authorize the City Manager, or his designee, to execute and submit the attestation. Award Request for Proposal No. 1764 for Professional Consultant Services Agreement with Teledyne Monitor Labs, of Englewood, Colorado, for the Continuous Emissions Monitoring System upgrades at Riverside Energy Resource Center in the amount of $372,258; 2. Authorize the City Manager, or his designee, to execute the Professional Consultant Services Agreement with Teledyne Monitor Labs; and 3. Approve Work Order No. 1813281 for $420,000. Attachments: Report Agreement Bid Award Recommendation Presentation 7 REQUEST FOR PROPOSAL NO. 1787 FOR SUPPLYING AND DELIVERING CONTINUOUS EMISSIONS MONITORING SYSTEMS CALIBRATION CYLINDERS AND OTHER SPECIALTY GASES FOR THE POWER GENERATION FACILITIES TO AIRGAS USA LLC, OF LONG BEACH, CALIFORNIA, FOR THREE YEARS, WITH THREE OPTIONAL ONE-YEAR EXTENSIONS, IN THE ANNUAL AMOUNT OF $72,778 That the Board of Public Utilities award Request For Proposal No. 1787, for the supply and delivery of continuous emissions monitoring systems calibration cylinders and other specialty gases, to Airgas USA LLC, of Long Beach, California, for three years, with three optional one-year extensions, in the annual amount of $72,778.
