MISSION STATEMENT
The City of Riverside Public Utilities Department is committed to the highest quality water
and electric services at the lowest possible rates to benefit the community
The City of Riverside wishes to make all of its public meetings accessible to the public.

All matters listed under the CONSENT CALENDAR are considered routine by the Board
of Public Utilities and may be enacted by one motion in the form listed below. There will
be no separate discussion of these items unless, before the Board of Public Utilities
votes on the motion to adopt, Members of the Board of Public Utilities or the Public
Utilities General Manager, or his designee, request specific items be removed from the
Consent Calendar for separate action. Removed consent items will be discussed
immediately after adoption of the balance of the Consent Calendar.

That the Board of Public Utilities approve Work Order No. 1808449 for the Plaza
Substation 4kV to 12kV conversion of circuit 448 in the amount of $973,000.

GAHANNA, OHIO, FOR ADDITIONAL POLE LOADING SOFTWARE LICENSES
AND SERVICES FOR A TERM OF FIVE YEARS, IN THE AMOUNT OF $60,765.50
– APPROVE WORK ORDER NO. 1823431 FOR $62,000
That the Board of Public Utilities:
1. Approve the Amended and Restated Master Agreement with SPIDAWeb LLC,
of Gahanna, Ohio, for a term of five years, increasing the original amount of
$24,255.50 by an additional $36,510 for a total of $60,765.50, for additional pole
loading software licenses and services;
2. Authorize the City Manager or his designee, to execute an amendment to the
agreement for future ongoing annual maintenance and support extensions, subject
to the availability of budgeted funds and acceptable performance; and
3. Approve Work Order No. 1823431 in the amount of $62,000.

7 SECOND AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH
INDUSTRIAL EVOLUTION FOR CONSULTANT SERVICES FOR THE
OPERATIONAL DATA MANAGEMENT SYSTEM PROJECT EXTENDING THE
TERM OF THE AGREEMENT TO JULY 18, 2019, WITH NO CHANGE IN
COMPENSATION
That the Board of Public Utilities approve the Second Amendment to the
Professional Services Agreement with Industrial Evolution, Inc. for consultant
services for the Operational Data Management System Project to extend the term
July 18, 2019, with no change in compensation.

TRANSMISSION RELIABILITY PROJECT FOR A TERM TO JUNE 30, 2019, IN THE
AMOUNT OF $198,000
That the Board of Public Utilities:
1. Award Request for Proposal No. 1829 for a Professional Consultant Services
Agreement for Public and Governmental Affairs Services for the Riverside
Transmission Reliability Project with Curt Pringle & Associates, for a term to June
30, 2019, in the amount of $198,000; and
2. Authorize the City Manager, or his designee, to execute the Professional
Consultant Services Agreement with Curt Pringle & Associates, including making
minor and non-substantive changes.

NEW POTABLE WATER PIPELINE –IN THE AMOUNT OF $5,939,308 INCLUDING
A 10% OR $593,930 CHANGE ORDER AUTHORITY; APPROVE A
PROFESSIONAL CONSULTANT SERVICES AGREEMENT FROM RFP 1826 FOR
GEOTECHNICAL AND MATERIALS TESTING SERVICES WITH SCST, INC., OF
RIVERSIDE, CALIFORNIA, IN A NOT-TO-EXCEED AMOUNT OF $101,628
THROUGH JUNE 30, 2019; APPROVE THE INCREASED EXPENDITURE FOR
WORK ORDER NO. 1612632 FOR THE PIPELINE REPLACEMENTS IN THE
AMOUNT OF $6,851,000 FOR A REVISED WORK ORDER TOTAL OF $7,335,000

That the Board of Public Utilities:
1. Award Bid No. RPU-7569 to Weka, Inc., of Highland, California, in the amount
of $5,939,308;
2. Authorize additional change order authority for the Weka, Inc. Construction
Contract in the amount of 10% or $593,930 for Bid No. RPU-7569;
3. Approve a Professional Consultant Services Agreement from RFP 1826 with
SCST, Inc. of Riverside, California, for Geotechnical and Materials Testing Services
for the Magnolia Avenue Techite Pipe and Pressure Reducing Station Replacement
Project, term through June 30, 2019, in a not-to-exceed amount of $101,628;
4. Authorize the City Manager, or his designee, to execute the Professional
Consultant Services Agreement with SCST, Inc., including making minor and
non-substantive changes;
5. Approve the increased capital expenditure for Work Order No. 1612632 for the
Pipeline Replacements in the amount of $6,851,000 for a revised work order total of
$7,335,000 which includes all design, utility potholing, construction, paving, contract
administration, inspection and construction change order authority costs for the
Magnolia Avenue Techite Pipe and Pressure Reducing Station Replacement
Project;
6. Approve the capital expenditure for Work Order No. 1727999 for the Pressure
Reducing Station Replacement in the amount of $599,000 which includes all design,
utility potholing, property acquisition, construction, paving, contract administration,
inspection and construction change order authority costs for the Magnolia Avenue

7. Authorize the City Manager, or his designee, to increase or decrease the
