2 Public Comment Period - This is the portion of the meeting specifically set aside to
invite your comments regarding Consent Calendar items and any matters within the
jurisdiction of the Riverside Public Utilities Board - Individual audience participation
is limited to 3 minutes and you will be asked to state your name and city of
residence. Please complete and submit a speaker card to the Board Secretary.
CONSENT CALENDAR
All matters listed under the CONSENT CALENDAR are considered routine by the Board
of Public Utilities and may be enacted by one motion in the form listed below. There will
be no separate discussion of these items unless, before the Board of Public Utilities
votes on the motion to adopt, Members of the Board of Public Utilities or the Public
Utilities General Manager, or his designee, request specific items be removed from the
Consent Calendar for separate action. Removed consent items will be discussed
immediately after adoption of the balance of the Consent Calendar.

5 Award Bid No. RPU-7695 to Layne Christensen Company for the construction of
the FY2019/20 Groundwater Well Rehabilitation Project in the amount of
$578,678.57; approve the expenditures for Work Order No. 1921584 for the Flume
7 Well in the amount of $318,000 and Work Order No. 1921585 for the Gage 31-1R
Well in the amount of $449,000 – for a total project cost of $767,000.

6 Approve the Fourth Amendment to the Program Order of the Master Inter-Utility
Agreement between Southern California Gas Company and City of Riverside Public
Utilities for Energy Efficiency, Resource Savings, and Related Activities adding
Administrative Services equal to no more than ten percent of the invoiced service
compensation per fiscal year and increasing the program amount by $500,000 for a
total program amount of $1,000,000 for fiscal year 2019/20.

8 Approve the Fourth Amendment to the First Addendum of the Software License
Agreement No. 2006-224 with Telvent USA, LLC, to extend the Enterprise License
Agreement for the Geographic Information System for two years, for a total cost of
$230,000

DISCUSSION CALENDAR
This portion of the Board of Public Utilities Agenda is for all matters where staff and
public participation is anticipated. Individual audience participation is limited to 3
minutes.
9 Approve increase to Work Order No. 1707248 by $7,228,650 for the total amount of
$10,888,650 for fiscal year 2019-2020 for the second phase of implementation of
an Electric Advanced Meter System and Meter Data Management System and
recommend that the City Council approve changes to the Fiscal Year 2019/20
Master Personnel Detail and approve an interdepartmental budget transfer of
$155,668 of personnel funds from Field Services Division 601000 to Electric
Operations Division 610000.

10 Approve the conceptual Scope of Work and Schedule of Sponsorships
consolidating all services and sponsorships provided by and to the Greater
Riverside Chamber of Commerce into one Agreement in order to clearly
communicate with the public the value of the longstanding partnership efforts
between the City of Riverside and the Greater Riverside Chamber of Commerce to
grow and develop Riverside’s economy; approve a payment in the an amount not to
exceed $68,000 for Fiscal Year 2019/20 to the Greater Riverside Chamber of
Commerce as part of the proposed agreement for the services specifically provided
to the City of Riverside Public Utilities Department as described herein; and
recommend that the City Council authorize the City Manager, or designee, to
develop and execute a Service Agreement with the Greater Riverside Chamber of
Commerce outlining all services and sponsorships for and by to the City of
Riverside in a total amount not to exceed $101,000, including those services
specifically provided to Riverside Public Utilities in an amount not to exceed
$68,000.
