MISSION STATEMENT

PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days. Contact the Planning Division for further information.
State law restricts the Cultural Heritage Board from taking action on an item unless it has
been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the Cultural Heritage Board staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to

1 Public Comments: This portion of the agenda will be limited to a cumulative total
of 15 minutes, with individual speakers limited to a maximum time limit of 3
minutes. Further discussion of any matter beyond 15 minutes will be continued
later in the agenda. If there is no one from the audience wishing to speak, the
Board will move to the next order of business.
DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and public
participation is anticipated. Individual audience participation is limited to 3 minutes.
2 PLANNING CASE P14-0674: Proposed Certificate of Appropriateness request by
Evergreen Devco Inc. for a proposed 10,776 square-foot Walgreen's Store
including retention of the front facades only of the existing buildings at 9471 and
9477 Magnolia Avenue, which are contributors to the Arlington Village Commercial
Potential Neighborhood Conservation Area, in conjunction with the development of
the new building, located at the northeast corner of Magnolia Avenue and Van
Buren Boulevard in the CR-NC-SP - Commercial Retail and Neighborhood
Commercial and Specific Plan (Magnolia Avenue) Overlay Zones in Ward #5.
Related Planning Cases P14-0673, P14-0675 and P14-0928 are being considered
by the Planning Commission to consider a Conditional Use Permit to allow for the
sale of alcoholic beverages for off-site consumption (off-sale) and a drive-thru
pharmacy service window; the merger of three contiguous parcels; and a request
for Public Convenience or Necessity for the sale of alcoholic beverages in a
Census Tract that already contains the maximum number of off-sale alcoholic
beverage licenses. Related variances will also be considered by the Planning
Commission, including, but not limited to, allowing 33 parking spaces to serve the
site where a minimum of 44 parking spaces are required and reductions to the
required building and landscape setbacks. It has been determined that the project
is exempt from the provisions of the California Environmental Quality Act (CEQA)
guidelines pursuant to Sections 15305 (Minor Alterations in Land Use Limitations),
15331 ((Historical Resource Restoration/Rehabilitation) and 15332 (Infill
