No item will be heard before its scheduled time but may be heard later in the meeting. Oral communications from the audience relating to any of the agenda items are limited to three minutes, and you will be asked to state your name and city of residence. Cultural Heritage Board action on all items may be appealed to the City Council within ten calendar days. Contact the Planning Division for further information. State law restricts the Cultural Heritage Board from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the Cultural Heritage Board staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities, as required by 42 U.S.C. §12132 of the Americans with Disabilities Act of 1990. Further discussion of any matter beyond 15 minutes will be continued later in the agenda. If there is no one from the audience wishing to speak, the Board will move to the next order of business. DISCUSSION CALENDAR This portion of the Cultural Heritage Board Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE P15-0249: Proposed Certificate of Appropriateness request by Rob Dodman, Ratkovich Properties, for the integration of Imperial Hardware's front facade, a Structure of Merit in the Mission Inn Historic District, into a mixed-use project consisting of 91 residential units, 8,841 SF of commercial space and 115 garage parking spaces at 3744/3750, 3768 and 3776 Main Street, located on the northeasterly corner of the intersection of University Avenue and Main Street Pedestrian Mall in Downtown Specific Plan Raincross District, Cultural Resources Overlay zone, in Ward #1. The Planning Division of the Community Development Department has determined that this proposal is exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15331 and 15332 as an in-fill project that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Propeties. The Planning Division of the Community Development Department has determined that this proposal is exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15303 as the project constitutes new construction. City of Riverside Page 2 Printed on 5/15/2015 Cultural Heritage Board Agenda May 20, 2015 4 PLANNING CASES P13-0685 and P13-0852: A request for a recommendation for approval of a Certificate of Appropriateness and an Environmental Impact Report for the demolition of the Riverside Free Methodist Church (RFMC) by California Baptist University (CBU), including site grubbing and clearing; building demolition, salvage, and removal; removal of an on-site septic system; and rough grading. The RFMC has been identified as an eligible Historic Resource and is located at 8431 Diana Avenue in Riverside, California. The approximately 3.14-acre project site is located in the southeast portion of the CBU Riverside campus, approximately 107 feet north of State Route 91. The site is located within the CBU Specific Plan Mixed Use district, and is bounded by academic facilities associated with CBU to the north, west, and east, and Diana Avenue to the south, in Ward #5. Because the project would have significant environmental effects, an Environmental Impact Report has been prepared in accordance with the California Environmental Quality Act.
