MISSION STATEMENT
The City of Riverside is committed to providing high quality municipal services

PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days. Contact the Planning Division for further information.
State law restricts the Cultural Heritage Board from taking action on an item unless it has
been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the Cultural Heritage Board staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by 42 U.S.C. §12132 of the Americans with

COMMENTS FROM THE AUDIENCE:
1 Public Comments: This portion of the agenda will be limited to a cumulative total
of 15 minutes, with individual speakers limited to a maximum time limit of 3
minutes. Further discussion of any matter beyond 15 minutes will be continued
later in the agenda. If there is no one from the audience wishing to speak, the
Board will move to the next order of business.
DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and public
participation is anticipated. Individual audience participation is limited to 3 minutes.
2 PLANNING CASE P14-0840: Proposal by Reach Leadership STEAM Academy to
consider a Certificate of Appropriateness to establish a charter school for
kindergarten through 6th grade students, with up to 450 students and 28-30 staff
at any given time, on a 2.5 acre vacant portion of the Eligible Cultural Resource,
Grace Methodist Church site, located at 1085 Linden Street and situated on the
easterly side of Rustin Avenue and north of Linden Street in the R-1-7000 (Single
Family Residential) and R-3-1500 (Multi Family Residential) Zone, in Ward 1. It is
recommended that the Cultural Heritage Board determine that this proposal is
exempt from California Environmental Quality Act (CEQA) review pursuant to
Section 15332, as the project constitutes an in-fill development. Contact Planner:

3 PLANNING CASE P14-0363: Proposal by Larry Slusser of the Legacy Group on
behalf of River Springs Charter School to consider a Certificate of Appropriateness
to rehabilitate the former YMCA building and site which is an Eligible Cultural
Resource, including removal and reconstruction of a portion of the building to
provide a stepped back second story while preserving the front façade and the
rear gymnasium, for a new charter school for kindergarten through 12th grade
students located on an 2.8 acre site at 4020 Jefferson Street, situated on the
southwesterly side of Jefferson Street, between California Avenue and Garfield
Street in the R-1-7000 – Single Family Residential Zone, in Ward 5. It is
recommended that the Cultural Heritage Board determine that this proposal is
exempt from California Environmental Quality Act (CEQA) review pursuant to
Section 15332 as the project constitutes an in-fill development. Contact Planner:

4 PLANNING CASE P15-0222: Proposed historic designation by Karin Jeske to
designate the Mackey House located at 6140 Tiburon Drive as a Historic
Landmark in Ward #3. It is recommended that the Cultural Heritage Board
determine the proposal is categorically exempt from California Environmental
Quality Act (CEQA) review, pursuant to Sections 15061(b)(3) and 15308 of the
