MISSION STATEMENT

PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days. Contact the Planning Division for further information.
State law restricts the Cultural Heritage Board from taking action on an item unless it has
been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the Cultural Heritage Board staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by 42 U.S.C. §12132 of the Americans with

CITIZENS PARTICIPATION
1 Public Comments: This portion of the agenda will be limited to a cumulative total
of 15 minutes, with individual speakers limited to a maximum time limit of 3
minutes. Further discussion of any matter beyond 15 minutes will be continued
later in the agenda. If there is no one from the audience wishing to speak, the
Board will move to the next order of business.
DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and public
participation is anticipated. Individual audience participation is limited to 3 minutes.
2 PLANNING CASE P15-0376: Proposed Certificate of Appropriateness request by
Xavier Design Group, on behalf of Go-Man Construction for the construction of an
approximately 3,782 square foot, one-and-a-half story home at 3608 Locust Street,
which is a contributor to the Mile Square Northwest Historic District, located on the
southerly corner of the 6th Street and Locust Street intersection, in the Residential
Zone of the Downtown Specific Plan, in Ward #1. It is recommended that the
Cultural Heritage Board determine the proposal is categorically exempt from
California Environmental Quality Act (CEQA) review pursuant to Sections 15303
and 15331, because the project constitutes one new single family residence that is
consistent with the Secretary of the Interior’s Standards for the Treatment of

3 PLANNING CASE P15-0570: Proposed Certificate of Appropriateness request by
Jimmy Espinoza of Inland Investment Co., for an approximately 1,900 square foot
single story, single family residence within the Arlington Park/El Cajon Potential
Historic District on the rear portion of 5650 Central Avenue, recently subdivided
and proposed to be addressed as 5647 Portola Way, located between 5633 and
5661 Portola Way in the R-1-7000 zone in Ward #3. It is recommended that the
Cultural Heritage Board determine the proposal is categorically exempt from
California Environmental Quality Act (CEQA) review pursuant to Sections 15303
and 15331, because the project constitutes one new single family residence that is
consistent with the Secretary of the Interior’s Standards for the Treatment of

4 PLANNING CASE P15-0577: Proposed Certificate of Appropriateness request by
Frances & Sandra Dodgen for the after-the-fact replacement of seven original
wood sash windows with vinyl sash windows at 3909 Rosewood Place, which is a
contributor to the Wood Streets Neighborhood Conservation Area, located on the
northeasterly side of Rosewood Place, approximately 400’ northwesterly of
Magnolia Avenue, in the R-1-7000-CR—Single Family Residential and Cultural
Resources Overlay Zones, in Ward #1. It is recommended that the Cultural
Heritage Board determine the proposal is categorically exempt from California
Environmental Quality Act (CEQA) review pursuant to Section 15331 because, as
conditioned, the project is consistent with the Secretary of the Interior’s Standards

5 PLANNING CASE P15-0344: Proposed Certificate of Appropriateness requested
by the City of Riverside Public Utilities Department for the replacement of historic
light standards and luminaires for project area 2 within the Wood Streets
Neighborhood Conservation Area (NCA). The project is bounded by Ramona Drive
to the north; Magnolia Avenue to the east; Jurupa Avenue, Maplewood Place, and
Edgewood Place to the south; and Palm Avenue to the west, and includes some
areas outside the NCA, in Ward 1. It is recommended that the Cultural Heritage
Board adopt a subsequent Mitigated Negative Declaration in conjunction with this
