Cultural Heritage Board action on all items may be appealed to the City Council within ten calendar days. Contact the Planning Division for further information. State law restricts the Cultural Heritage Board from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the Cultural Heritage Board staff report will result in continuance of that item in order to allow for adequate review by the Commission. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE P15-0376: Proposed Certificate of Appropriateness request by Xavier Design Group, on behalf of Go-Man Construction for the construction of an approximately 3,782 square foot, one-and-a-half story home at 3608 Locust Street, which is a contributor to the Mile Square Northwest Historic District, located on the southerly corner of the 6th Street and Locust Street intersection, in the Residential Zone of the Downtown Specific Plan, in Ward #1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15303 and 15331, because the project constitutes one new single family residence that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15331 because, as conditioned, the project is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
