No item will be heard before its scheduled time but may be heard later in the meeting. Oral communications from the audience relating to any of the agenda items are limited to three minutes, and you will be asked to state your name and city of residence. Cultural Heritage Board action on all items may be appealed to the City Council within ten calendar days. Contact the Planning Division for further information. State law restricts the Cultural Heritage Board from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the Cultural Heritage Board staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities, as required by 42 U.S.C. §12132 of the Americans with Disabilities Act of 1990. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE P15-0416: Referral by the Historic Preservation Officer of a Certificate of Appropriateness request by Kevin Rossow for an after-the-fact four-foot chain link fence in the front yard at 4959 Brockton Avenue, located southwesterly of the Brockton Avenue and Ramona Drive intersection in the Wood Streets Neighborhood Conservation Area in the R-1-7000-CR — Single Family Residential – Cultural Resources Overlay Zone, in Ward #1. It is recommended that the Cultural Heritage Board determine the proposal, as conditioned, is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15331 of the CEQA Guidelines. Individual audience participation is limited to 3 minutes. 3 PLANNING CASE P15-0530: Proposed historic designation by Lana Hapeman to designate the Frank and Katherine Wells-Patsy O'Toole House at 1945 Arroyo Drive, located on the northerly side of Arroyo Drive approximately 700 feet west of King Street, in the R-1-13000 — Single Family Residential Zone, as a Historic Landmark in Ward #3. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to per Sections 15061(b)(3) and 15308 of the CEQA Guidelines.
