Cultural Heritage Board action on all items may be appealed to the City Council within ten calendar days. Contact the Planning Division for further information. State law restricts the Cultural Heritage Board from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the Cultural Heritage Board staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE P15-0939: Proposed Certificate of Appropriateness request by Darrin Olson of Mission Lofts, LLC to permit construction of a mixed-use development, consisting of 212 residential units, 1,221 square feet of commercial space, and 315 parking spaces, the project is bisected by University Avenue and is generally located at 3052, 3032, 3008 Mission Inn Avenue, 3770 Commerce Street, 2981 University Avenue and 3025, 3035 Ninth Street in the I-SP-CR – Industrial – Specific Plan (Marketplace Specific Plan) – Cultural Resources (Seventh Street East Historic District) Overlay Zones, BMP-SP-CR – Business and Manufacturing Park – Specific Plan (Marketplace Specific Plan) – Cultural Resources (Seventh Street East Historic District) Overlay Zones and the CR-SP – Commercial Retail – Specific Plan (Marketplace Specific Plan) Overlay Zones, in Ward 2. It is recommended that the Cultural Heritage Board recommend to the Planning Commission adoption of a Mitigated Negative Declaration in conjunction with this case.
