Cultural Heritage Board action on all items may be appealed to the City Council within ten calendar days. Contact the Planning Division for further information. State law restricts the Cultural Heritage Board from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the Cultural Heritage Board staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE P16-0243: Proposed Certificate of Appropriateness request by Hudson Pruitt Architecture, for construction of an approximately 1,570 sq.ft. attached 3-car garage with Porte Cochere, fitness room, and craft room, a 5,000 sq.ft. two-story detached car collectors garage and wine cellar, and site improvements including landscaping, fencing, gates, and driveways, at a single-family residence located at 3261 Strong Street, City Landmark #91, in the R-1-7000-CR zone in Ward #1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 and 15332, because the project constitutes a minor addition to historic resource and an in-fill development that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. It is recommended that the Cultural Heritage Board recommend that the City Council determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to per Sections 15061(b)(3) and 21084.1 of the CEQA Guidelines as it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment. It is recommended that the Cultural Heritage Board recommend that the City Council determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to per Sections 15061(b)(3) and 15308 of the CEQA Guidelines as it can be seen with certainty that there is no possibility that the activity will have a significant effect on the environment, said action is intended to preserve the historic character of the building and site, and to provide notice of the historic status.
