MISSION STATEMENT

PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days. Contact the Planning Division for further information.
State law restricts the Cultural Heritage Board from taking action on an item unless it has
been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the Cultural Heritage Board staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by 42 U.S.C. §12132 of the Americans with

COMMENTS FROM THE AUDIENCE
1 Public Comments: This portion of the agenda will be limited to a cumulative total
of 15 minutes, with individual speakers limited to a maximum time limit of 3
minutes. Further discussion of any matter beyond 15 minutes will be continued
later in the agenda. If there is no one from the audience wishing to speak, the
Board will move to the next order of business.
DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and public
participation is anticipated. Individual audience participation is limited to 3 minutes.
2 PLANNING CASE P16-0243: Proposed Certificate of Appropriateness request by
Hudson Pruitt Architecture, for construction of an approximately 1,570 sq.ft.
attached 3-car garage with Porte Cochere, fitness room, and craft room, a 5,000
sq.ft. two-story detached car collectors garage and wine cellar, and site
improvements including landscaping, fencing, gates, and driveways, at a
single-family residence located at 3261 Strong Street, City Landmark #91, in the
R-1-7000-CR zone in Ward #1. It is recommended that the Cultural Heritage
Board determine the proposal is categorically exempt from California
Environmental Quality Act (CEQA) review pursuant to Sections 15301 and 15332,
because the project constitutes a minor addition to historic resource and an in-fill
development that is consistent with the Secretary of the Interior’s Standards for the

3 PLANNING CASE P16-0292: Proposed historic dedesignation by the City of
Riverside of Structure of Merit No. 302, located at 4049 Main Street, in the Justice
Center District of the Downtown Specific Plan, and the removal of the
CR—Cultural Resources Overlay Zone associated with the Structure of Merit No.
302, in Ward 1. It is recommended that the Cultural Heritage Board recommend
that the City Council determine the proposal is categorically exempt from California
Environmental Quality Act (CEQA) review pursuant to per Sections 15061(b)(3)
and 21084.1 of the CEQA Guidelines as it can be seen with certainty that there is
no possibility that the activity will have a significant effect on the environment.

4 PLANNING CASE P16-0054: Proposed historic designation by Jennifer Mermilliod
for Wakeland Housing & Development Corporation, to designate the Camp Anza
Officers Club, located at 5797 Picker Street in the R-3-2500 Multi-family
Residential Zone, as a Landmark and amend the Municipal Code (Title 19 Zoning
Map) with the application of the CR—Cultural Resources Overlay Zone to the
existing R-3-2500 Multi-family Residential Zone, in Ward 6. It is recommended that
the Cultural Heritage Board recommend that the City Council determine the
proposal is categorically exempt from California Environmental Quality Act (CEQA)
review pursuant to per Sections 15061(b)(3) and 15308 of the CEQA Guidelines
as it can be seen with certainty that there is no possibility that the activity will have
a significant effect on the environment, said action is intended to preserve the
historic character of the building and site, and to provide notice of the historic

5 PLANNING CASE P16-0344: Proposed minor revisions to Municipal Code Title 20
to add a recognition of City Points of Cultural Interest, including criteria and
procedures for recognition. It is recommended that the Cultural Heritage Board
recommend that the City Council determine the project is exempt from the
California Environmental Quality Act (CEQA) per Sections 15308, 15060(c)(2),
15060(c)(3) and/or 15061(b)(3) of the CEQA Guidelines. Contact Planner: Erin

no possibility that the activity will have a significant effect on the environment, said
