Oral communications from the audience relating to any of the agenda items are limited to three minutes, and you will be asked to state your name and city of residence. Cultural Heritage Board action on all items may be appealed to the City Council within ten calendar days. Contact the Planning Division for further information. State law restricts the Cultural Heritage Board from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the Cultural Heritage Board staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Further discussion of any matter beyond 15 minutes will be continued later in the agenda. If there is no one from the audience wishing to speak, the Board will move to the next order of business. DISCUSSION CALENDAR This portion of the Cultural Heritage Board Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 2 PLANNING CASES P16-0465: Proposal by AC Atherton of Core States Group for a Certificate of Appropriateness to construct a weather enclosure for outdoor dining at the Bella Trattoria Bistro and provide accessible entry to new retail space, located at 3649 Mission Inn Ave, on the north side of Mission Inn Avenue between Orange Street and Main Street, in the DSP-RC-SP-CR – Downtown Specific Plan (Raincross District) and Cultural Resources Overlay Zones, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 and 15331, because the project constitutes a minor alteration to a historic resource and is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
