Individual audience participation is limited to 3 minutes. 3 PLANNING CASE P17-0061: Proposed Certificate of Appropriateness request by Orlando Montero to rehabilitate the William S. Sweat House located at 4587 Mulberry Street, which is eligible as a City Landmark, in the Downtown Specific Plan – Prospect Place Office District (DSP-PPO) Zone, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15331, because the project is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
