Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days after the decision. Contact the Planning Division for further information.

This portion of the Cultural Heritage Board Agenda is for all matters where staff and
public participation is anticipated. Individual audience participation is limited to 3
minutes.
2 PLANNING CASE P17-0031: Proposed Certificate of Appropriateness request by
Shonda Herold, of Wakeland Housing Development Corporation, for the
construction of a mixed-use project containing: 72 affordable housing units, 5,400
square feet of office and meeting space for the Fair Housing Council of Riverside
County, and 3,700 square feet of museum/exhibition space for the Civil Rights
Institute. The project is located at 3933 Mission Inn Avenue, on the west side of
Fairmount Boulevard between Mission Inn Avenue and Sixth Street, in the
DSP-RC-SP-CR – Downtown Specific Plan – Raincross District, Cultural Resources
(Seventh Street Historic District and Mile Square Northwest Potential Historic
District) Overlay Zones, in Ward 1. It is recommended that the Cultural Heritage
Board determine the proposal is categorically exempt from California Environmental
Quality Act (CEQA) review pursuant to Section 15331, because the project is
consistent with the Secretary of the Interior’s Standards for the Treatment of

3 PLANNING CASE P17-0599: Proposed Certificate of Appropriateness by Diane
West of dw architecture & design for the Mission Inn Hotel, to modify three
storefronts to facilitate the expansion of Casey’s Cupcakes on the west side of the
Mission Inn Hotel (City Landmark #1) at 3649 Mission Inn Avenue, which is situated
on the north side of Mission Inn Avenue between Orange Street and Main Street, in
the DSP-RC-SP-CR – Downtown Specific Plan (Raincross District) and Cultural
Resources Overlay Zones, in Ward 1 . It is recommended that the Cultural Heritage
Board determine the proposal is categorically exempt from California Environmental
Quality Act (CEQA) review pursuant to Section 15331, because the project is

Michael Mericle, of Teen Challenge, to construct a 1,725 square foot accessory
structure, to serve as a Recreation Room and Laundry, at Benedict Castle (City
Landmark #13) located at 1850 Benedict Avenue (5445 Chicago Avenue), on the
west side of Chicago Avenue at the terminus of Country Club Drive, in the
R-1-8500-CR – Single Family Residential and Cultural Resource Overlay Zones, in
Ward 3. It is recommended that the Cultural Heritage Board determine the proposal
is categorically exempt from California Environmental Quality Act (CEQA) review
pursuant to Section 15331, because the project is consistent with the Secretary of
