PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days after the decision. Contact the Planning Division for further information.
The City of Riverside wishes to make all of its public meetings accessible to the public.

COMMENTS FROM THE AUDIENCE:
1 Public Comments: This portion of the agenda will be limited to a cumulative total of
15 minutes, with individual speakers limited to a maximum time limit of 3 minutes.
Further discussion of any matter beyond 15 minutes will be continued later in the
agenda. If there is no one from the audience wishing to speak, the Board will move
to the next order of business.

DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and
public participation is anticipated. Individual audience participation is limited to 3
minutes.
2 Planning Case P18-0643 (COA): Certificate of Appropriateness request by Robert
Lewis of the City of Riverside Housing Authority to demolish an existing duplex,
which is listed as a non-contributor to the Heritage Square Historic District. The
property is located at 3337-3339 Fifth Street situated on the north side of Fifth
Street between Mulberry and Lime Streets, in the DSP-Res-CR – Downtown
Specific Plan-Residential District and Cultural Resources Overlay Zones, in Ward 1.
It is recommended that the Cultural Heritage Board determine the proposal is
categorically exempt from California Environmental Quality Act (CEQA) review
pursuant to Sections 15301(L)(2) (Demolition of a duplex). Contact Planner: Scott

3 Planning Case P18-0508 (HD): Proposed historic designation by Laurel Hampton
and Frank Rojas to designate the Bigelow’s Bungalow, located at 4625 Glenwood
Drive in the R-1-7000 – Single Family Residential Zone, as a City Landmark, in
Ward 1. It is recommended that the Cultural Heritage Board recommend that the
City Council determine the proposal is categorically exempt from California
Environmental Quality Act (CEQA) review pursuant to per Sections 15061(b)(3) and
15308 of the CEQA Guidelines as it can be seen with certainty that there is no
possibility that the activity will have a significant effect on the environment, said
action is intended to preserve the historic character of the building and site, and to

recommended that the Cultural Heritage Board recommend that the City Council
determine the proposal is categorically exempt from California Environmental Quality
Act (CEQA) review pursuant to per Sections 15061(b)(3) and 15308 of the CEQA
Guidelines as it can be seen with certainty that there is no possibility that the activity
will have a significant effect on the environment, said action is intended to preserve
the historic character of the building and site, and to provide notice of the historic

6 Pilot Program Update: Project Manager Steve Lafond, Riverside Public Utilities,
Energy Delivery Division will provide information and update on the on-going pilot
program to guide color temperature selection in historic districts for the City-wide
LED Streetlight Conversion Program project for general comment, discussion, and
feedback.

pending tasks to be completed.
