Oral communications from the audience relating to any of the agenda items are limited to

Cultural Heritage Board action on all items may be appealed to the City Council within ten
calendar days after the decision. Contact the Planning Division for further information.

2 Public Comments: This portion of the agenda will be limited to a cumulative total of
15 minutes, with individual speakers limited to a maximum time limit of 3 minutes.
Further discussion of any matter beyond 15 minutes will be continued later in the
agenda. If there is no one from the audience wishing to speak, the Board will move
to the next order of business.
DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and
public participation is anticipated. Individual audience participation is limited to 3
minutes.
3 Planning Cases P18-0900 (COA): Certificate of Appropriateness request, by Jose
Carcelen, request to construct an approximately 2,180 sq. ft. single-family
residence with an attached 473 sq. ft. two-car garage and an 1,142 sq. ft.
Accessory Dwelling Unit with an attached two-car garage 452 sq. ft. on a vacant lot
located at 2470 & 2486 Mission Inn Avenue, on the southern side of Mission Inn
Avenue between Park and Comer Avenues, in the R-1-7000-CR – Single-Family
Residential and Cultural Resources Overlay (Seventh Street East Historic District)
Zones, in Ward 2. The subject property is located within the Mile Square Northwest
Potential Historic District and the R-1-7000 – Single-Family Residential Zone, in
Ward 1. It is recommended that the Cultural Heritage Board determine that this
project falls under the class of Historical Resource Restoration/Rehabilitation (In-fill
within a Historic District) that is consistent with the Secretary of the Interiors
Standards for the Treatment of Historic Properties, and is therefore categorically
exempt from further CEQA Environmental Quality Act (CEQA) review pursuant to
Section 15331. Additionally, the project constitutes as the construction of a new
single-family residence and second dwelling unit within a residential zone, and is

4 Planning Cases P19-0062 (COA): Certificate of Appropriateness request, by Tim
Maloney of Community Works Design Group, for the Riverside Art Museum, request
to construct an approximately 176 sq. ft. roof top restroom facility at the Riverside
Art Museum (City Landmark #18) located at 3425 Mission Inn Avenue, on the
northwest corner Mission Inn Avenue and Lime Street, in the DSP-RC-CR –
Downtown Specific Plan Raincross District and Cultural Resources Overlay Zones,
in Ward 1. It is recommended that the Cultural Heritage Board determine that this
project falls under the class of Historical Resource Restoration/Rehabilitation that is
consistent with the Secretary of the Interiors Standards for the Treatment of Historic
Properties, and is therefore categorically exempt from further CEQA Environmental
Quality Act (CEQA) review pursuant to Section 15331, additionally the project
constitutes as a minor addition or alteration to an existing structure and is exempt
