Cultural Heritage Board action on all items may be appealed to the City Council within ten

PUBLIC COMMENT
1 Public Comments: This portion of the agenda will be limited to a cumulative total of
15 minutes, with individual speakers limited to a maximum time limit of 3 minutes.
Further discussion of any matter beyond 15 minutes will be continued later in the
agenda. If there is no one from the audience wishing to speak, the Board will move
to the next order of business.
DISCUSSION CALENDAR
This portion of the Cultural Heritage Board Agenda is for all matters where staff and
public participation is anticipated. Individual audience participation is limited to 3
minutes.
2 PLANNING CASE P19-0487 (COA): Staff is requesting a continuance to October
16, 2019. Certificate of Appropriateness request by Jim Broeske of Broeske
Architects & Associate, on behalf of Randall Neal, of project plans for demolition
and new construction of the main level of a single-family residence, a
non-contributing structure within the Mount Rubidoux Historic District. The project
site is located at 4674 Beacon Way, situated on the south side of Beacon Way
between Ladera Lane and Redwood Drive, in Ward 1. It is recommended that the
Cultural Heritage Board determine the proposal is categorically exempt from
California Environmental Quality Act (CEQA) review pursuant to Sections 15302
(Replacement or Reconstruction) and 15331 (Historic Resource
Restoration/Rehabilitation), as it constitutes a replacement of an existing structure
within a historic resource (Historic District), which is consistent with the Secretary
of the Interior’s Standards for the Treatment of Historic Properties. Contact Planner:

3 PLANNING CASE P19-0534 (COA): Certificate of Appropriateness request by Rick
Scott of 3rd and Vine, LLC of project plans for rehabilitation of the exterior of the
E.T. Wall Packing House, City Landmark #138. The project site is located at 3280
Vine Street, situated on the northwest corner of Third and Vine Street, in Ward 1. It
is recommended that the Cultural Heritage Board determine the proposal is
categorically exempt from California Environmental Quality Act (CEQA) review
pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resource
Restoration/Rehabilitation), as it constitutes a minor alteration/addition to a historic
resource (City Landmark), which is consistent with the Secretary of the Interior’s
Standards for the Treatment of Historic Properties. Contact Planner: Scott Watson,

Appropriateness request by City of Riverside – General Services Department of
project plans for in-kind repairs and minor exterior modifications to the existing
Riverside Public Library – Main Branch (City Landmark #135) for the conversion to
the Cheech Marin Center for Chicano Art. The project site is located at 3581
Mission Inn Avenue, situated on the northeast corner of Mission Inn Avenue and
Orange Street, in the Mission Inn and Seventh Street Historic Districts, in Ward 1. It
is recommended that the Cultural Heritage Board determine the proposal is
categorically exempt from California Environmental Quality Act (CEQA) review
pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resource
Restoration/Rehabilitation), because the project is a minor alteration/addition to a
historic resource which is consistent with the Secretary of the Interior’s Standards

The following items will be acted upon with one motion and without discussion as
recommended by the Planning Division unless a member of the Cultural Heritage Board
requests that an item be considered individually. Prior to voting on the Consent Calendar,
the Chairperson will ask the Board if any item need be discussed.

absences of Mary Carter due to business and Steve Lech due to vacation.
