CONSENT CALENDAR The following items will be acted upon with one motion and without discussion as recommended by the Planning Division unless a member of the Cultural Heritage Board requests that an item be considered individually. Attachments: RCTC Presentation PUBLIC HEARINGS This portion of the Cultural Heritage Board Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 5 PLANNING CASE P20-0119 (HD): Proposal by Marlilyn Odello and Chani Beeman to consider a Historic Designation request for designation of the David S. Bell House as a City Landmark. This property is located at 4428 Houghton Avenue, near the southwest corner of Houghton Avenue and Pine Street, within the North Hill Historic District, in Ward 1. The Community & Economic Development Department recommends that the Cultural Heritage Board recommend that the City Council determine that this proposal is exempt from the California Environmental Quality Act (CEQA), pursuant to Sections 15061(b)(3) (Common Sense Rule) and 15308 (Actions by Regulatory Agencies for Protection of the Environment), as this proposal will not have a significant effect on the environment and will preserve the historic character of a cultural resource and provide notice of the resource historic status. City of Riverside Page 3 Cultural Heritage Board Agenda December 16, 2020 6 PLANNING CASE P18-0949 (COA): Certificate of Appropriateness request by Beverly Bailey of Bailey California Properties, LLC, for the partial demolition, rehabilitation, and adaptive reuse of the Farmhouse Motel, City Landmark #140. The project site is located at 1393 University Avenue, on the north side of University Avenue between Cranford and Iowa Avenues, in Ward 2. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resource Restoration/Rehabilitation), as it constitutes rehabilitation of a historic resource that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. The project site is located at 4496 Fifth Street, on the southeast corner of Fifth Street and Redwood Drive, in Ward 1. It is recommended that the Cultural Heritage Board determine the proposal is categorically exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15301 (Existing Facilities) and 15331 (Historic Resource Restoration/Rehabilitation), as it constitutes rehabilitation of a historic resource that is consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
