Pursuant to the City Council Meeting Rules adopted by Resolution No. 24076, members
of all Boards and Commissions and the public are reminded that they must preserve
order and decorum throughout the Meeting. In that regard, members of all Boards and
Commissions and the public are advised that any delay or disruption in the proceedings
or a refusal to obey the orders of the City Council or the presiding officer constitutes a
violation of these rules.

The City of Riverside wishes to make all of its public meetings accessible to the public.

CONSENT CALENDAR
All matters listed under the CONSENT CALENDAR are considered routine by the
Cultural Heritage Board and may be enacted by one motion in the form listed below.
There will be no separate discussion of these items unless, before the Cultural Heritage
Board votes on the motion to adopt, Members of the Cultural Heritage Board or staff
request specific items be removed from the Consent Calendar for separate action. Prior
to voting on the Consent Calendar, the Chairperson will ask the Board if any item need be
discussed.

7 PLANNING CASE DP-2024-00845 (COA): Proposal by Linda Ennabe of Ennabe
Properties, Inc to consider a Certificate of Appropriateness for project plans to
demolish a non-original addition and a vehicular service building, construct a 45,207
square-foot four-story multi-family residential development, and adaptively reuse the
1,702 square foot former Winston Tire Store Building, designated as a Structure of
Merit. The 0.48-acre project site is located at 4135 Market Street, situated on the
southwest corner of Eleventh and Market Streets, in the DSP-JC-CR – Downtown
Specific Plan Justice Center and Cultural Resource Overlay Zones, in Ward 1. The
Community & Economic Development Department recommends that the Cultural
Heritage Board determine the proposal is categorically exempt from the California
Environmental Quality Act (CEQA) review pursuant to Sections 15331 (Historic
Resource Restoration/Rehabilitation) and 15332 (In-fill Development), as it
constitutes rehabilitation and in-fill construction within an urbanized area that is
consistent with the Secretary of the Interior’s Standards for the Treatment of
