In that regard, members of all Boards and Commissions and the public are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council or the presiding officer constitutes a violation of these rules. CONSENT CALENDAR All matters listed under the CONSENT CALENDAR are considered routine by the Cultural Heritage Board and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the Cultural Heritage Board votes on the motion to adopt, Members of the Cultural Heritage Board or staff request specific items be removed from the Consent Calendar for separate action. City of Riverside Page 3 Cultural Heritage Board Agenda October 16, 2024 4 PLANNING CASE DP-2024-01130 (COA): Proposal by Riverside Public Utilities to consider the proposed Citywide LED Conversion Program Phase II project. The project location includes most of the City’s designated and potential Historic Districts (Colony Heights, Evergreen Quarter, Heritage Square, Mission Inn, Mount Rubidoux, North Hill, Palm Heights, Seventh Street, and Somerset Historic Districts; Citrus Thematic Industrial and Mile Square Northwest Potential Historic Districts), Neighborhood Conservation Areas (Old Magnolia Avenue, Rockledge, and St. Andrews Terraces Neighborhood Conservation Areas), and large Cultural Resources Survey-Identified Areas (Adler Tract, Butterfield Estates, Grand Avenue Bluff, Mount Rubidoux Park, Sun Gold Terrace Cowboy Streets, Sun Gold Terrace Mountain Streets, and Victoria Groves) within Wards 1, 2, 3, and 5. The project proposes to complete the transition of the City’s streetlight system to energy-efficient LED technology through internal conversion or replica replacement of existing post top luminaires to retain appearance and historic character. The Community & Economic Development Department recommends that the Cultural Heritage Board determine that this proposal is exempt from the California Environmental Quality Act (CEQA), pursuant to Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15331 (Historical Resource Restoration/Rehabilitation) as this proposal will not have a significant effect on the environment and will preserve the historic character of a cultural resource.
