PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to

This portion of the agenda will be limited to a cumulative total of 15 minutes, with
individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any
matter beyond 15 minutes will be continued to following the public hearing calendar or
scheduled for a later agenda. If there is no one from the audience wishing to speak, the
Commission will move to the Consent Calendar.
Materials related to an item on this Agenda submitted to the City Planning Commission
after distribution of the agenda packet are available for public inspection in the Planning
Division office during normal business hours.
9 A.M.--PUBLIC HEARINGS
1 PLANNING CASE P13-0288: Proposal of City of Riverside to amend the Zoning
Code (Title 19 of the Municipal Code) for technical and clarifying changes
including, but not limited to, the following Zoning Code sections: 1) Chapter 19.440
- Accessory Buildings and Structures – to clarify that accessory structures can be
placed more forward on a lot than the rear most wall of the primary structure, but
no closer than 50 feet from the front property line and to define the maximum
overall height of one and two-story accessory structures within residential zones;
2) Chapter 19.550 - Fences, Walls and Landscape Materials – to clarify that the
requirements for clear cross-visibility at the intersection of public rights-of-way
shall apply to alley intersections; 3) Chapter 19.580 - Parking and Loading – to
clarify the intended parking ratio for vocational and technical schools and to clarify
that a minimum 5-foot-wide landscaped setback is required along all property lines
shared with residentially zoned or residentially used lots for parking, loading and
outdoor vehicle sales areas; 4) Chapter 19.730 - Minor Conditional Use Permit –
to clarify that a revised conditional use permit is required for all additions and
expansions that exceed established thresholds; 5) Chapter 19.770 - Site Plan
Review Permit – to clarify that a separate design review application is not required
for projects that require site plan review; 6) Chapter 19.910 - Definitions – to
amend various definitions, including the definition of “Animal, Non-domestic”,
“Brewery, Brewpub”, “Brewery, Distilled Spirits”, “Brewery, Distillery”, “Brewery,
Homebrew”, “Outdoor sales, display and storage”, “Vehicle repair facility, Minor”
and “Wet bar”; and 7) Title 19 Zoning – to replace all references to “Planning
Director” with “Community Development Director or his/her designee”. This case is
applicable to all Wards. The Planning Division of the Community Development
Department is recommending that the Planning Commission determine that this
proposal is categorically exempt from further California Environmental Quality Act
(CEQA) review pursuant to Section 15061(b)(3) as it can be seen with certainty
that there is no possibility that this proposed amendment to the Zoning Code will
