Agenda

MISSION STATEMENT
The City of Riverside is committed to providing high quality municipal services
to ensure a safe, inclusive and livable community
PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by Section 202 of the Americans with Disabilities Act
of 1990. Any person with a disability who requires a modification or accommodation in
order to participate in a meeting should direct such request to the City's ADA Coordinator
at (951) 826-5427 or TDD at (951) 826-5439 at least 72 hours before the meeting, if
possible.

1 PLANNING CASE P13-0288: Proposal of City of Riverside to amend the Zoning
Code (Title 19 of the Municipal Code) for technical and clarifying changes
including, but not limited to, the following Zoning Code sections: 1) Chapter 19.440
- Accessory Buildings and Structures – to clarify that accessory structures can be
placed more forward on a lot than the rear most wall of the primary structure, but
no closer than 50 feet from the front property line and to define the maximum
overall height of one and two-story accessory structures within residential zones;
2) Chapter 19.550 - Fences, Walls and Landscape Materials – to clarify that the
requirements for clear cross-visibility at the intersection of public rights-of-way
shall apply to alley intersections; 3) Chapter 19.580 - Parking and Loading – to
clarify the intended parking ratio for vocational and technical schools and to clarify
that a minimum 5-foot-wide landscaped setback is required along all property lines
shared with residentially zoned or residentially used lots for parking, loading and
outdoor vehicle sales areas; 4) Chapter 19.730 - Minor Conditional Use Permit –
to clarify that a revised conditional use permit is required for all additions and
expansions that exceed established thresholds; 5) Chapter 19.770 - Site Plan
Review Permit – to clarify that a separate design review application is not required
for projects that require site plan review; 6) Chapter 19.910 - Definitions – to
amend various definitions, including the definition of “Animal, Non-domestic”,
“Brewery, Brewpub”, “Brewery, Distilled Spirits”, “Brewery, Distillery”, “Brewery,
Homebrew”, “Outdoor sales, display and storage”, “Vehicle repair facility, Minor”
and “Wet bar”; and 7) Title 19 Zoning – to replace all references to “Planning
Director” with “Community Development Director or his/her designee”. This case is
applicable to all Wards. The Planning Division of the Community Development
Department is recommending that the Planning Commission determine that this
proposal is categorically exempt from further California Environmental Quality Act
(CEQA) review pursuant to Section 15061(b)(3) as it can be seen with certainty
that there is no possibility that this proposed amendment to the Zoning Code will
have a significant effect on the environment. Contact Planner: Gustavo N.

Housing Element of the General Plan 2025 to provide land that is zoned for higher
density residential or mixed use zoning (minimum 20 units-per-acre) toward
achieving the City’s regional housing need. Specifically, the proposal involves: 1)
A General Plan amendment to change the land use designation of seven (7)
separate sites totaling approximately 26.7 acres (Site Nos. 1, 2, 3, 11, 12, 13 & 15)
to HDR – High Density Residential and to change the General Plan land use

Village Zone, rezoning of an approximately 17.8 acre site (Site No. 9) to the MU-U
SP - Mixed Use – Urban and Specific Plan (University Avenue Specific Plan)
Overlay Zone, applying a new TVMU-30 – Transit Village Mixed Use (30 Dwelling
Units Per Acre) Overlay Zone to four (4) sites (Site Nos. 4 – 7, 22.6 acres total)
and applying a new TVMU-60 – Transit Village Mixed Use (60 Dwelling Units Per
Acre) Overlay Zone to an approximately 10.1-acre site (Site No. 8) currently
developed with the Downtown Metrolink Station; and 4) an amendment to the
Zoning Code (Title 19 of the Municipal Code) to add a new chapter (Chapter
19.225 – TVMU – Transit Village Mixed Use Overlay Zone) to create a new overlay
zone that could be applied only to eligible properties within a half-mile of a transit
station and allow for transit oriented mixed-use development at 30 or 60 dwelling
units per acre, depending on location. No development of land is proposed as
part of this request. This proposal is located within Wards 1, 2, 5 and 6. It is
recommended that the Planning Commission recommend to the City Council
adoption of the Sixth Addendum to the General Plan 2025 Final Program
Environmental Impact Report in conjunction with these cases. Contact Planner:
