MISSION STATEMENT

PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to

PLANNING/ZONING MATTERS FROM THE AUDIENCE
This is the portion of the meeting specifically set aside to invite your comments on matters
of interest to the Commission, including items on the Consent Calendar.
This portion of the agenda will be limited to a cumulative total of 15 minutes, with
individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any
matter beyond 15 minutes will be continued to following the public hearing calendar or
scheduled for a later agenda. If there is no one from the audience wishing to speak, the
Commission will move to the Consent Calendar.
Materials related to an item on this Agenda submitted to the City Planning Commission
after distribution of the agenda packet are available for public inspection in the Planning
Division office during normal business hours.
9 A.M.--PUBLIC HEARINGS
1 PLANNING CASES P13-0501 AND P13-0502: Proposal by Linda Chung of
Forever 21 Retail Inc. to consider a Site Plan Review Permit and the Design
Review of the building elevations to construct a new approximately 6,000
square-foot commercial building on a site currently developed with a vacant
approximately 5,505 square foot vehicle repair building (proposed to be
demolished) within the Galleria at Tyler, located at 3705 Tyler Street, situated on
the easterly side of Tyler Street and southerly of Magnolia Avenue, in the CRC-SP
– Commercial Regional Center and Specific Plan (Magnolia Avenue) Overlay
Zones, in Ward 6. It has been determined that this proposal is categorically
exempt from further California Environmental Quality Act (CEQA) review pursuant
to Section 15302 as the project consists of replacement or reconstruction of a

2 PLANNING CASE P13-0522: Proposal by Marc Myers of SureSite Consulting, on
behalf of AT&T Mobility, to consider a Conditional Use Permit to allow for the
collocation of an array of panel antennas onto an existing 65-foot high
camouflaged (monopine) wireless telecommunications facility, on an
approximately 4.05 acre site currently developed with an above-ground water
storage tank, at 20390 Grove Community Drive, in the BMP-SP – Business and
Manufacturing Park and Specific Plan (Orangecrest) Overlay Zones, in Ward 4. It
is recommended that the Planning Commission recommend to the City Council
adoption of a Negative Declaration in conjunction with this case. Contact Planner:

3 PLANNING CASES P13-0159, P13-0160 AND P13-0162: Proposal by Lend Lease
to consider a Conditional Use Permit to establish a vehicle fuel station, including a
2,958 square-foot convenience store (7-Eleven) in conjunction with the off-sale of
beer and wine (Type 20 license); and the Design Review of the plot plan and
building elevations for the proposed convenience store and gasoline canopy, on
two vacant contiguous parcels totaling approximately 0.75 acre, located at 6692
Indiana Avenue, situated on the southeasterly corner of Indiana Avenue and Jane
Street, in the CR – Commercial Retail Zone, in Ward 3. It is recommended that
the Planning Commission recommend to the City Council adoption of a Negative
