City Planning Commission action on all items may be appealed to the City Council within

This is the portion of the meeting specifically set aside to invite your comments on matters
of interest to the Commission, including items on the Consent Calendar.
This portion of the agenda will be limited to a cumulative total of 15 minutes, with
individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any
matter beyond 15 minutes will be continued to following the public hearing calendar or
scheduled for a later agenda. If there is no one from the audience wishing to speak, the
Commission will move to the Consent Calendar.

9 A.M.--PUBLIC HEARINGS
1 PLANNING CASE P13-0114 (Continued from May 22, 2014): Proposal by Verizon
Wireless on behalf of Riverside Mandarin Baptist Church, to consider a Conditional
Use Permit to construct a 60-foot high wireless telecommunications facility
camouflaged as a pine tree on an approximately 2.2 acre three-parcel site partially
developed with the Riverside Mandarin Baptist Church located at 4889 Tyler
Street, situated on the northeasterly corner of Tyler Street and Wells Avenue, in
R-1-7000 – Single Family Residential Zone, in Ward 6. It is recommended that the
Planning Commission recommend to the City Council adoption of a Negative

2 PLANNING CASES P13-0553, P13-0554, P13-0583 AND P14-0065: Proposal by
Kevin Kohan of The Planning Associates on behalf of Paul A. Newkirk of
Emri-Newkirk Properties, LLC to consider: 1) a General Plan Amendment to
amend the General Plan land use designation from C – Commercial to VHDR –
Very High Density Residential; 2) a Specific Plan Amendment to amend the land
use from Commercial and Auto Center to Apartments; 3) a Zoning Code Map
Amendment to amend the zoning designation from CG-WC-SP – Commercial
General, Water Course and Specific Plan (Sycamore Highlands) Overlay Zones
and CG-SP – Commercial General and Specific Plan (Sycamore Highlands)
Overlay Zones to the R-4-SP – Multiple Family Residential and Specific Plan
(Sycamore Highlands) Overlay Zones; and 4) the Site Plan and Design Review of
the plot plan and building elevations related to the construction of a 275-unit
multiple family residential development, including common and private amenities
and covered and uncovered surface parking, on two contiguous parcels, totaling
approximately 10.26 acres, located at 5940 and 5980 Sycamore Canyon
Boulevard, situated on the easterly side of Sycamore Canyon Boulevard, between
Dan Kipper Drive and Lochmoor Drive, in Ward 2. It is recommended that the
Planning Commission recommend to the City Council adoption of a Mitigated

2014): Proposal by Hank Jong of EGL Associates, Inc. to consider: 1) a General
Plan Amendment to amend the General Plan land use designation for
approximately 0.27 acres of an existing 5.08-acre parcel from VLDR - Very Low
Density Residential to HR - Hillside Residential; 2) a Zoning Code Map
Amendment to amend the zoning designation of approximately 0.27 acres of an
existing 5.08-acre parcel from the R-1-1/2 Acre – Single-family Residential Zone to
the RC – Residential Conservation Zone; and 3) a Tentative Tract Map (TM-36370)
to facilitate the subdivision of two contiguous undeveloped parcels totaling
approximately 9 acres into 10 lots, located at 14601 Dauchy Avenue, situated on
the westerly side of Dauchy Avenue, between Ferrari Drive and Cactus Avenue, in
Ward 4. It is recommended that the City Planning Commission recommend to the
City Council adoption of a Mitigated Negative Declaration in conjunction with these

4 PLANNING CASES P13-0165, P13-0166, P13-0167 and P13-0168: Proposal by
Mohamed Sierafi to consider 1) an Amendment to the General Plan to change the
General Plan land use designation of approximately 1.29 acres from O-Office to
C-Commercial; 2) to amend the Municipal Code (Title 19) to rezone approximately
1.29 acres from the R-1-7000 – Single Family Residential Zone to the
CR-Commercial Retail Zone; 3) for a Conditional Use Permit to allow construction
of a vehicle fuel station with an automated vehicle wash facility; and 4) the Design
Review of the plot plan and building elevations for an approximately 4,858
square-foot vehicle fuel canopy, an approximately 3,156 square-foot convenience
store, an approximately 2,000 square-foot vehicle wash facility, and two
approximately 920 square-foot vacuum canopies on an approximately 1.29 acre
portion of an approximately 6.8 acre vacant site, situated on the westerly side of
La Sierra Avenue, southerly of Indiana Avenue and northerly of Liverpool Lane, in
Ward 6. It is recommended that the Planning Commission recommend to the City
Council adoption of a Mitigated Negative Declaration in conjunction with these
