No item will be heard before its scheduled time, but may be heard later in the meeting. City Planning Commission action on all items may be appealed to the City Council within ten calendar days for zoning and map cases. Contact the Planning Division for further information. State law restricts the City Planning Commission from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the City Planning Commission staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Individual audience participation is limited to 3 minutes. 2 PLANNING CASES P12-0393, P12-0394, P14-0640 (Continued from October 9, 2014): Proposal by John Pitchford and Emily Lawson to consider a Parcel Map to subdivide an approximately 14.63 acre, two-parcel site into three parcels ranging in size from 1.02 to 11.61 acres; a variance for a flag lot, parcel 2, and to allow the existing parcel, located at 6260 Hawarden Drive, to increase from 0.63 acres to 1.02 acres in size, where the Hawarden Drive Special Design Area requires a minimum of 2.0 acres; a Certificate of Appropriateness for the proposed removal or significant alteration to the existing barn, reservoir and irrigation trough, as well as the removal of a significant area of land on which the home and these features are placed, located at 6240 and 6260 Hawarden Drive, situated on the easterly side of Hawarden Drive, mid-block between Horace Street and Rolling Ridge Road, in the RC – Residential Conservation Zone, in Ward 3. It is recommended that the Planning Commission adopt the Mitigated Negative Declaration in conjunction with these cases. Attachments: Continuance Request City of Riverside Page 2 Printed on 10/17/2014 Planning Commission Agenda October 23, 2014 3 PLANNING CASES P12-0698, P12-0697 AND P12-0601 (Continued from August 7, 2014): Proposal by Hank Jong of EGL Associates, Inc. to consider: 1) a General Plan Amendment to amend the General Plan land use designation for approximately 0.27 acres of an existing 5.08-acre parcel from VLDR - Very Low Density Residential to HR - Hillside Residential; 2) a Zoning Code Map Amendment to amend the zoning designation of approximately 0.27 acres of an existing 5.08-acre parcel from the R-1-1/2 Acre – Single-family Residential Zone to the RC – Residential Conservation Zone; and 3) a Tentative Tract Map (TM-36370) to facilitate the subdivision of two contiguous undeveloped parcels totaling approximately 9 acres into 10 lots, located at 14601 Dauchy Avenue, situated on the westerly side of Dauchy Avenue, between Ferrari Drive and Cactus Avenue, in Ward 4. It is recommended that the City Planning Commission recommend to the City Council adoption of a Mitigated Negative Declaration in conjunction with these cases. The project site is located at 6690 Alessandro Boulevard, situated on the northerly corner of Alessandro Boulevard, between Hawkley Drive and Via Vista Drive, in the O-S-1-X – Office, Building Stories (one story), and Building Setback Overlay Zones Zone in Ward 4. It is recommended that the Planning Commission recommend to the City Council adoption of a Negative Declaration in conjunction with this case. The proposed project site is located on an approximately 2.08 acre parcel developed with an abandoned contractor storage yard at 9920 Arlington Avenue, situated on the southeast corner of Arlington Avenue and Crest Avenue, in the BMP – Business and Manufacturing Park Zone, in Ward 6. It is recommended that the Planning Commission recommend to the City Council adoption of a Mitigated Negative Declaration in conjunction with the approval of this case. It is recommended that the Planning Commission recommend to the City Council adoption of a Negative Declaration in conjunction with this case. The proposal will add 8,245 square feet to the building area occupied by the vocational school on the first floor of the building located on an 8.02 acre site at 6465 Sycamore Canyon Boulevard and situated at the westerly corner of Sycamore Boulevard and Sierra Ridge Drive in the BMP – Business and Manufacturing Park Zone and in Zone #2. It has been determined that this proposal is exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15301 as the project constitutes occupancy of an existing building.
