No item will be heard before its scheduled time, but may be heard later in the meeting. City Planning Commission action on all items may be appealed to the City Council within ten calendar days for zoning and map cases. Contact the Planning Division for further information. State law restricts the City Planning Commission from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the City Planning Commission staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Further discussion of any matter beyond 15 minutes will be continued to following the public hearing calendar or scheduled for a later agenda. If there is no one from the audience wishing to speak, the Commission will move to the next order of business. 9 A.M.--PUBLIC HEARINGS This portion of the Planning Commission Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 2 PLANNING CASES P11-0767, P11-0768, P11-0769, AND P12-0138 (Continued from October 23, 2014): A proposal by Jerry Kohutek of Exclusive Recovery for consideration of an Amendment to the General Plan to change the General Plan land use designation of approximately 1.0 acre of the project site from the B/OP – Business and Office Park to the I-Industrial designation; an Amendment to Municipal Code (Title 19) to rezone the entire site from the BMP – Business and Manufacturing Park Zone to the I – Industrial Zone; a Conditional Use Permit to establish a vehicle impound yard, Design Review of plot plan and building elevations to renovate an existing 5,058 square-foot single-story office building with two garage bays; variances related to landscape setbacks and separation from adjacent uses are requested. The proposed project site is located on an approximately 2.08 acre parcel developed with an abandoned contractor storage yard at 9920 Arlington Avenue, situated on the southeast corner of Arlington Avenue and Crest Avenue, in the BMP – Business and Manufacturing Park Zone, in Ward 6. It is recommended that the Planning Commission recommend to the City Council adoption of a Mitigated Negative Declaration in conjunction with the approval of this case. Attachments: Cont req City of Riverside Page 2 Printed on 11/26/2014 Planning Commission Agenda December 4, 2014 3 PLANNING CASES P13-0263, P13-0264 AND P14-0769: Proposal by Mike Sadeghian to consider: 1) an amendment to the General Plan to change the General Plan land use designation of approximately 1.9 acres from VLDR – Very Low Density Residential to C – Commercial; 2) an amendment the Municipal Code (Title 19) to rezone approximately 1.9 acres from the R-1-1/2 Acre- SP – Single-Family Residential and Specific Plan (Orangecrest) Overlay Zones to CR-SP – Commercial Retail and Specific Plan (Orangecrest) Overlay Zones; and 3) the Design Review of the plot plan and building elevations of two shell buildings consisting of 4,700 and 6,000 square feet for the future occupancy by commercial/retail uses, as well as surface parking and a future restaurant pad, located on an 1.9 acre site, two-parcel site at 18171 Van Buren Boulevard, situated on the southwesterly corner of Van Buren Boulevard and Little Court, in Ward 4. It is recommended that the City Planning Commission recommend to the City Council adoption of a Mitigated Negative Declaration in conjunction with these cases. The area to be vacated is approximately 8,745 square feet and developed as a public street, in Ward 5. It is recommended that the Planning Commission recommend to the City Council adoption of a Negative Declaration in conjunction with this case.
