PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by Section 202 of the Americans with Disabilities Act

This is the portion of the meeting specifically set aside to invite your comments on matters
of interest to the Commission, including items on the Consent Calendar.
1 Public Comments: This portion of the agenda will be limited to a cumulative total
of 15 minutes, with individual speakers limited to a maximum time limit of 3
minutes. Further discussion of any matter beyond 15 minutes will be continued to
following the public hearing calendar or scheduled for a later agenda. If there is
no one from the audience wishing to speak, the Commission will move to the next
order of business.
CONSENT CALENDAR
The following items will be acted upon with one motion and without discussion as
recommended by the Planning Division unless a member of the City Planning Commission
requests that any item be considered individually. Prior to voting the Consent Calendar,
the Chairperson will ask the Commission if any item need be discussed.
2 Proposed removal of Mitigation Measure Noise- 5 from the certified Final Project
Environmental Impact Report (P07-1028, Resolution No. 21979) for the
Alessandro Business Center at 7295 San Gorgonio Drive.

3 PLANNING CASE P14-0176: Proposal by Adkan Engineers on behalf of Jack
Renouf, to consider Tentative Tract Map 36713, to subdivide an 8.80 acre parcel
into fourteen single family residential lots for the future development of fourteen
single family residences, situated on the southwesterly corner of La Sierra and
Victoria Avenues, in the R-1-1/2 Acre (Single Family Residential) Zone, Ward 5. It
is recommended that the City Planning Commission recommend to the City
Council adoption of a Mitigated Negative Declaration in conjunction with this case.

4 PLANNING CASE P14-0501, P14-0529, P14-0530: Proposal by Chris Peto on
behalf of Halferty Development Company, LLC, to consider 1) a Conditional Use
Permit for a drive-thru fast-food restaurant; 2) a Conditional Use Permit for a
pharmacy drive-thru; 3) a Design Review of plot plan and building elevations for
the development of a commercial shopping center on a vacant site approximately
5.21 acres, generally located on the northwesterly corner of the intersection of La
Sierra Avenue and Pierce Street in the CG – Commercial General Zone. It is
recommended that the City Planning Commission recommend to the City Council
adoption of a Mitigated Negative Declaration in conjunction with this case. Contact

for consideration of Amendment to the University Avenue Specific Plan to allow
drive-thru businesses as a Conditional Use in sub-district 1 of the University
Avenue Specific Plan, an area generally including parcels with direct frontage on
the northerly and southerly side of University Avenue between Park Avenue to the
west and Chicago Avenue to the east; and for a Conditional Use Permit and
Design Review of the plot plan and elevations related to the construction of a drive
thru lane and window, and various site improvements to the existing approximately
2,090 square foot fast-food restaurant (“El Pollo Loco”) on an approximately
19,126 square foot site, located at 2200 University Avenue, situated on the
southerly side of University Avenue between Eucalyptus Avenue and Kansas
Avenue in the CR-SP – Commercial Retail and Specific Plan (University Avenue)

6 PLANNING CASES P14-0673, P14-0675 AND P14-0928 - Proposal by Evergreen
Devco Inc. to consider a Conditional Use Permit, a Lot Consolidation and a
request for Public Convenience or Necessity (P,C or N) related to the proposed
development of a 10,776 square-foot Walgreen's Drug Store with drive-thru
pharmacy facilities and the sale of alcoholic beverages for off-site consumption
(off-sale) on a site consisting of three contiguous parcels and totaling
approximately 0.73 acres at the northeast corner of Van Buren Boulevard and
Magnolia Avenue in the CR-NC-SP - Commercial Retail and Neighborhood
Commercial and Specific Plan (Magnolia Avenue) Overlay Zones and in the
Arlington Village Commercial (AVC) Potential Neighborhood Conservation Area
(NCA), in Ward 5. A related Certificate of Appropriateness (planning Case
P14-0674) will be considered by the Cultural Heritage Board to consider the
appropriateness of the site plan and architectural design, including, but not limited
to, the retention of the front facades only of the existing buildings located at 9471
and 9477 Magnolia Avenue, which are contributors to the AVC Potential NCA in
conjunction with the development of the new building. Related variances will also
be considered, including, but not limited to, to allow 33 parking spaces to serve the
site where a minimum of 44 parking spaces are required, based on the size of the
proposed building and reductions to the required building and landscape setbacks.
It has been determined that the project is exempt from the provisions of the
California Environmental Quality Act (CEQA) guidelines pursuant to Sections
15305 (Minor Alterations in Land Use Limitations), 15331 ((Historical Resource
Restoration/Rehabilitation) and 15332 (Infill Development Projects). Staff Contact:
