PUBLIC HEARINGS This portion of the Planning Commission Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 2 PLANNING CASES P17-0216 (AMENDMENT TO TM P03-1336) & P17-0539 (AMENDMENT TO PRD P03-1337): (Continued from July 27, 2017) Proposal by Steve Berzansky of Lot 13, LLP to modify a condition of approval of Tract Map 31859 and associated Planned Residential Development to change the use of Lot 13 from a common recreational lot to a buildable lot for the future construction of a single family residence, situated on the south side of Overlook Parkway, west of Bodewin Court, in the RC – Residential Conservation Zone, in Ward 4. The Community and Economic Development Department recommends the Planning Commission determine that this project is exempt from the California Environmental Quality Act pursuant to Sections 15303 (New Construction or Conversion of Small Structures) and 15061(b)(3), as it can be seen with certainty there is no possibility the proposed amendment will have a significant effect on the environment. The proposed 2014-2021 Housing Element Update Project is a comprehensive update of the adopted Housing Element. In general, the Housing Element identifies and analyzes the existing and projected housing needs, and articulates the City’s official policies for the preservation, conservation, improvement, and production of housing within the City. It examines the City’s housing needs, as they exist today, and projects future housing needs. The Housing Element also sets forth statements of community goals, objectives, and policies concerning those needs, and includes a housing policy program that responds to current and future needs within the limitations posed by available resources. The Planning Division of the Community and Economic Development Department recommends that the Planning Commission recommend to the City Council adoption of the Eighth Addendum to the Final Program Environmental Impact Report (FPEIR) for the General Plan 2025 Program, pursuant to the provisions of the California Environmental Quality Act Section 15164, as it can be found that this proposed project will not result in significant impacts beyond what was analyzed within the FPEIR. City of Riverside Page 3 Planning Commission Agenda - Final August 10, 2017 4 PLANNING CASES P17-0096 (GPA), P17-0180 (ZA), P17-0182 (ZA) and P17-0521 (SPA): A proposal by the City of Riverside for actions to implement the 2014-2021 Housing Element and Housing Element “Rezoning Program” of the General Plan 2025 as follows: (1) amend the General Plan 2025 Land Use Map to designate certain properties for Mixed Use, High Density, and Very High Density Residential land uses; (2) rezone certain properties to the Mixed Use-Village (MU-V), Mixed Use-Urban (MU-U), and to Multiple-Family Residential (R-3-1500), and (R-4) zones, thereby allowing for mixed-use and/or multi-family residential development; (3) amend certain chapters of the Zoning Code related to implementation of the 2014-2021 Housing and Element and to comply with State law; and (4) amend the University Avenue Specific Plan to specify in Section 6.2.2, and/or Tables 2 and 3 of Chapter 6, that the Rezoning Program candidate sites specified in the currently proposed General Plan Housing Element shall be permitted by right (i.e., listed as a “P” in the tables). No formal action is required; therefore, this discussion item is not subject to the provisions of the California Environmental Quality Act (CEQA).
