1 Public Comments: This portion of the agenda will be limited to a cumulative total
of 15 minutes, with individual speakers limited to a maximum time limit of 3
minutes. Further discussion of any matter beyond 15 minutes will be continued to
following the public hearing calendar or scheduled for a later agenda. If there is
no one from the audience wishing to speak, the Commission will move to the next
order of business.
PUBLIC HEARINGS
This portion of the Planning Commission Agenda is for all matters where staff and public
participation is anticipated. Individual audience participation is limited to 3 minutes.
2 PLANNING CASE P16-0414 (DC): Proposal by Amy Shay of Shay Family Child
Care to consider a Large Family Day Care Permit to allow up to a maximum of 14
children at a single-family residence, located at 9229 Loquat Drive, situated west
on Loquat Drive between Chinotto Lane and Tarocco Lane, in the R-1-7000-SP –
Single Family Residential Zone and Specific Plan (Orangecrest) Overlay Zones, in
Ward 4. The Planning Division of the Community & Economic Development
Department is recommending that the Planning Commission determine that the
proposal is categorically exempt from further California Environmental Quality Act
(CEQA) review pursuant to Section 15274 (Family Day Care Home), as this
project will not have a significant effect on the environment. Contact Planner:

3 PLANNING CASE P17-0290 (CUP): Proposal by Jason Gless on behalf of Gless
Ranch Inc. to consider a Conditional Use Permit for the off-sale of beer and wine
(Type 20 License) in conjunction with an existing 3,918 square foot market (Gless
Ranch Market) surrounded by orange groves on a 12.68 acre site, located at
19985 Van Buren Boulevard, on the southwest corner of Van Buren Boulevard and
Barton Street, in the CR-S-2-X-SP - Commercial Retail, Building Stories (2
stories), Building Setback (15-feet from Van Buren Boulevard), and Specific Plan
(Orangecrest) Overlay Zones, in Ward 4. The Planning Division of the Community
& Economic Development Department is recommending that the Planning
Commission determine that the proposal is categorically exempt from further
California Environmental Quality Act (CEQA) review pursuant to Section 15301
(Existing Facilities), as this project will not have a significant effect on the
