City of Riverside Page 1 Planning Commission Agenda - Final October 5, 2017 1 Public Comments: This portion of the agenda will be limited to a cumulative total of 15 minutes, with individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any matter beyond 15 minutes will be continued to following the public hearing calendar or scheduled for a later agenda. If there is no one from the audience wishing to speak, the Commission will move to the next order of business. PUBLIC HEARINGS This portion of the Planning Commission Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE – P15-0856 (RZ): Proposal by Rudy Chavez to Rezone a vacant 0.11-acre parcel from R-1-7000 – Single Family Residential Zone to CR – Commercial Retail Zone for the future commercial development, located at 3320 Madison Street, situated on the southwest corner of Madison Street and Railroad Avenue, in Ward 4. The Community and Economic Development Department recommends the Planning Commission determine that this project is exempt from the California Environmental Quality Act pursuant to Section 15061(b)(3), as it can be seen with certainty there is no possibility the proposed amendment will have a significant effect on the environment. Contact Planner: Candice Assadzadeh, Associate Planner, (951) 826-5667, cassadzadeh@riversideca.gov Attachments: Report Exhibits 3-7 Presentation City of Riverside Page 2 Planning Commission Agenda - Final October 5, 2017 3 PLANNING CASES P15-0588 (CUP) AND P16-0653 (VR) – Proposal by Patricio Alvarado for Carnes Culiacán Super Market to consider the following entitlements: 1) a Conditional Use Permit to allow off-sale of alcoholic (beer and wine) beverages in conjunction with an existing 6,560 square foot market on 0.97-acres, developed with a multi-tenant commercial building; and 2) a Variance to allow alcohol sales within 100 feet of single family residences, 600 of an elementary school, and 1,000 feet of another business licensed for off-sale of alcoholic beverages. The property is located at 5405 Arlington Avenue, situated on the north side of Arlington Avenue between Streeter Avenue and Jefferson Street, in the CR-Commercial Retail Zone, in Ward 3. The Community and Economic Development Department recommends the Planning Commission determine that this project is exempt from the California Environmental Quality Act pursuant to Section 15301 (Existing Facilities), as this project will not have a significant effect on the environment.
