PLEDGE OF ALLEGIANCE City of Riverside Page 1 Planning Commission Agenda - Final May 3, 2018 PLANNING/ZONING MATTERS FROM THE AUDIENCE This is the portion of the meeting specifically set aside to invite your comments on matters of interest to the Commission, including items on the Consent Calendar. 1 Public Comments: This portion of the agenda will be limited to a cumulative total of 15 minutes, with individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any matter beyond 15 minutes will be continued to following the public hearing calendar or scheduled for a later agenda. If there is no one from the audience wishing to speak, the Commission will move to the next order of business. PUBLIC HEARINGS This portion of the Planning Commission Agenda is for all matters where staff and public participation is anticipated. Individual audience participation is limited to 3 minutes. 2 PLANNING CASE P17-0550 (VC): Proposal by Atman Kadakia on behalf of ASK Ventures, Inc. to consider an Alley Vacation to vacate an approximately 0.10-acre segment of a public alley, 220.62 feet in length and 20 feet in width, connecting Fifth Street and Sixth Street, located mid-block between Market Street and Fairmount Boulevard, in the DSP-RC – Downtown Specific Plan Raincross District, in Ward 1. This proposal will further facilitate the construction of the Hampton Inn Hotel, Extended Stay Hotel and related vehicle parking. Planning Division Staff recommends that the Planning Commission recommend that the City Council determine the project is exempt from further California Environmental Quality Act (CEQA) review pursuant to Sections 15061(b)(3) (General Rule) of the CEQA Guidelines, as the project will not have a significant effect on the environment. Attachments: Report Exhibits 2-6 Presentation City of Riverside Page 2 Planning Commission Agenda - Final May 3, 2018 3 PLANNING CASE P18-0074 (GPA): Proposal by the City of Riverside to amend the General Plan 2025 to adopt a mid-cycle update to the 5th Cycle, 2014-2021 Housing Element. The Housing Element identifies and analyzes existing and projected housing needs; sets forth statements of community goals, objectives, and policies for the preservation, conservation, improvement, and production of housing; and contains a housing policy program that responds to current and future needs within the limitations posed by available resources. The Mid-Cycle Housing Element applies to all City wards. The Community and Economic Development Department recommends the Planning Commission recommend that the City Council determine that this project is exempt from the California Environmental Quality Act pursuant to Section 15061(b)(3), as it can be seen with certainty there is no possibility the proposed amendment will have a significant effect on the environment.
