City Planning Commission action on all items may be appealed to the City Council within

PLANNING/ZONING MATTERS FROM THE AUDIENCE
This is the portion of the meeting specifically set aside to invite your comments on
matters of interest to the Commission, including items on the Consent Calendar.
1 Public Comments: This portion of the agenda will be limited to a cumulative total of
15 minutes, with individual speakers limited to a maximum time limit of 3 minutes.
Further discussion of any matter beyond 15 minutes will be continued to following
the public hearing calendar or scheduled for a later agenda. If there is no one from
the audience wishing to speak, the Commission will move to the next order of
business.
PUBLIC HEARINGS
This portion of the Planning Commission Agenda is for all matters where staff and public
participation is anticipated. Individual audience participation is limited to 3 minutes.
2 PLANNING CASE P18-0290 – Proposal by the City of Riverside to amend the
Zoning Code (Title 19 of the Riverside Municipal Code) for a comprehensive update
to Chapter 19.556 - Lighting. Proposed amendments include, but are not limited to:
1) re-organization and update to bring the existing Code into compliance with State
laws and technological advancements; 2) new or modified definitions related to
lighting; 3) creation of lighting zones; 4) new design and development standards; 5)
new procedures for reviewing lighting plans; and 6) establishing prohibited types of

3 PLANNING CASE P18-0337: Proposal by the City of Riverside to amend the
Zoning Code (Title 19 of the Municipal Code) to prohibit marijuana uses, including
retail sales, cultivation, manufacturing, distribution, and microbusinesses, but
excluding Cannabis Testing Laboratories. This case is applicable to all Wards. The
Planning Division of the Community and Economic Development Department
recommends that the City Planning Commission recommend the City Council
determine that this project is not subject to review under the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15060,
subdivision (c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15061, subdivision (b)(3) (there is
no possibility the activity in question may have a significant effect on the
environment) and additionally find that this action is categorically exempt from
review under CEQA under the Class 8 Categorical Exemption (regulatory activity to
assure the protection of the environment), CEQA Guidelines section 15308.
