City of Riverside Page 3 Planning Commission Agenda April 15, 2021 2 PLANNING CASES P19-0560 (CUP), P19-0561 (VR), P19-0562 (VR): Proposal by Overland Development Company to consider the following entitlements for the construction of a dual branded hotel (AC Marriott and Residence Inn) and the conversion and modification of the former fire station into office space: 1) a Conditional Use Permit to permit a hotel development, with a floor-area-ratio greater than 3.0, and a building height greater than 60 feet; 2) a Variance to reduce the required 15-foot front setback on Mission Inn Avenue; and 3) a Variance to allow fewer parking spaces than required by Code. The 0.94-acre, project site, is currently developed with the vacant former City of Riverside fire station #1 and surface parking lot and is located at 3420-3482 Mission Inn Avenue, situated on the south side of Mission Inn Avenue between Lemon and Lime Streets, in the DSP-RC-CR – Downtown Specific Plan, Raincross District and Cultural Resources Overlay Zones, in Ward 1. The Community & Economic Development Department recommends the Planning Commission determine that this project is exempt from the California Environmental Quality Act pursuant to Section 15332 (In-Fill Development Projects), as it can be seen with certainty there is no possibility the proposed project will have a significant effect on the environment.
