City of Riverside Page 1 Planning Commission Agenda August 19, 2021 Pursuant to the City Council Meeting Rules adopted by Resolution No. 23618, members of all Boards and Commissions and the public are reminded that they must preserve order and decorum throughout the meeting. In that regard, members of all Boards and Commissions, as well as the public participants are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council, Boards and Commissions, or their presiding officer constitutes a violation of these rules. City of Riverside Page 3 Planning Commission Agenda August 19, 2021 PUBLIC HEARINGS Individual audience participation is limited to 3 minutes. 3 PLANNING CASE PR-2021-000921 (CUP, VR AND PCorN): Proposal by Sherrie Olson of PLRC to consider the following entitlements for an existing 7-Eleven convenience store: 1) Conditional Use Permit to permit the off-sale of beer and wine (Type 20 License) within an existing 2,532-square-foot convenience store (7-Eleven); 2) Variance to allow the off-sale of beer and wine within 1,000 feet of a business that sells alcoholic beverages as its principal business; and 3) Public Convenience or Necessity Determination for the overconcentration of off-sale of alcohol licenses within census tract 414.08.. The project site is part of a larger multi-tenant commercial development on 5 acres, located at 3870 Tyler Street, situated on the west side of Tyler Street between Hole and Magnolia Avenues, in the CR-SP – Commercial Retail and Specific Plan (Magnolia Avenue) Overlay Zones, in Ward 6. The 0.87-acre project site is located at 18233 Van Buren Boulevard, situated on the southwest corner of Van Buren Boulevard and Little Court, in the R-1-1/2 Acre-SP – Single Family Residential and Specific Plan (Orangecrest) Overlay Zones, in Ward 4. The Planning Division of the Community & Economic Development Department has determined that the project information provided on the Addendum will not result in significant effects on the environment, and is therefore consistent with the adopted Mitigated Negative Declaration and Mitigation and Monitoring Reporting Program prepared for Planning Cases P13-0263, P13-0264, P14-0769, P15-0269, and P15-0158. The project site is situated on the north side of Alessandro Boulevard, east of Barton Street and west of San Gorgonio Drive, in Ward 2. The City of Riverside has prepared a Draft Environmental Impact Report for this project. All significant effects of the proposed project have been reduced to less than significant with implementation of mitigation measures, with the exception of impacts to transportation.
