City of Riverside Page 3 Planning Commission Agenda March 3, 2022 PUBLIC HEARINGS Individual audience participation is limited to 3 minutes. 5 PLANNING CASE PR-2021-001146 (CUP, DR): Proposal by Elias Alfata to consider the following entitlements for a vehicle tint shop: 1) Conditional Use Permit to permit a Vehicle Repair Facility – Minor (Indoor) in an existing 3,820 square foot building; and 2) Design Review of project plans for the construction of a parking lot. The 0.41-acre project site consists of two contiguous parcels located at 3630 and 3636 Van Buren Boulevard, situated on the west side of Van Buren Boulevard, between Primrose Drive and Magnolia Avenue, in the CR-SP – Commercial Retail and Specific Plan (Magnolia Avenue) Overlay Zones, in Ward 5. The Community & Economic Development Department recommends that the Planning Commission determine that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities), Section 15311 (Accessory Structures), and 15332 (In-Fill Development Projects) of the CEQA Guidelines, as the project will not have a significant effect on the environment.
