Pursuant to the City Council Meeting Rules adopted by Resolution No. 23618,
members of all Boards and Commissions and the public are reminded that they must
preserve order and decorum throughout the meeting. In that regard, members of all
Boards and Commissions, as well as the public participants are advised that any
delay or disruption in the proceedings or a refusal to obey the orders of the City
Council, Boards and commissions, or their presiding officer constitutes a violation of
these rules.

specific items be removed from the Consent Calendar for separate action. Removed

3 PLANNING CASE PR-2021-000897 (MIS, CUP, PM, DR): (Applicant is requesting
continuance to April 14, 2022) Proposal by Costanzo Investments, LLC to consider
the following entitlements for the construction of a 3,740 square-foot restaurant
(Panera Bread) with a drive thru lane: 1) Modification of Conditions to modify a
condition of Parcel Map 30369 related to the prohibition of drive-thru facilities; 2)
Conditional Use Permit to permit a drive-thru facility; 3) Parcel Map to subdivide a
7.72-acre parcel developed with a commercial building into two parcels; and 4)
Design Review of project plans for site plan and building elevations. The project site
is developed with an 89,652 square-foot retail building (Kohl’s) and is located at
19260 Van Buren Boulevard, on the north side of Van Buren Boulevard between
Trautwein Road and Bountiful Street, in the CR-SP – Commercial Retail and
Specific Plan (Orangecrest) Overlay Zones, in Ward 4. The Planning Division of the
Community & Economic Development Department have determined that this
proposal is exempt from California Environmental Quality Act (CEQA) review
pursuant to 15332 (In-Fill Development Projects) of the CEQA Guidelines, as the

4 PLANNING CASE PR-2021-001240 (CUP): Proposal by Steve Rawlings of Rawlings
Consulting to consider the following entitlement: 1) Conditional Use Permit to permit
the off-sale of general alcoholic beverages (Type 21 Alcohol License) in conjunction
with an existing 21,454 square foot commercial building for Grocery Outlet Bargain
Market. The 15.39-acre project site is developed with an existing shopping center,
located at 3977 Chicago Avenue, situated on the southwest corner of Chicago
Avenue and University Avenue, in Ward 2. The Community & Economic
Development Department recommends that the Planning Commission determine that
the project is exempt from the California Environmental Quality Act (CEQA) pursuant
to the Common Sense exemption (Section 15061.b.3) and Section 15301 (Existing
Facilities) of the CEQA Guidelines, as the project will not have a significant effect on

5 PLANNING CASE PR-2021-001082 (AMD, MCUP): Proposal by Adam Kooienga
of Hofman Planning Associates to consider the following entitlements: 1)
Amendment to Zoning Text to allow for Vehicle Sales, Rental and Leasing – New and
Used (With Outdoor Display), Indoor Vehicle Repair when associated with Clean
Energy Uses in the BMP - Business and Manufacturing Park Zone; and 2) Minor
Conditional Use Permit to permit a Tesla dealership with outdoor display and indoor
vehicle repair facility. The 10.32 acre site is developed with an existing 51,565
square foot vacant building, located at 7920 Lindbergh Drive, situated on the east
side of Lindbergh Drive between Jesse Lane and Earhart Way, in the BMP-WC-SP
– Business and Manufacturing Park, Water Course, and Specific Plan (Mission
Grove) Overlay Zones, in Ward 4. The Community & Economic Development
Department recommends that the Planning Commission determine that the project is
exempt from the California Environmental Quality Act (CEQA) pursuant to the

6 PLANNING CASE PR-2021-000896 (PPE): Proposal by Seritage Growth Properties
to consider a Site Plan Review of project plans for a mixed-use development
consisting of 300 multi-family residential units and 1,386 square feet of commercial
retail space. The 13.1-acre project site is currently developed with a commercial
shopping center, located at 3001 Iowa Avenue, situated on the west side of Iowa
Avenue, between Massachusetts Avenue and Blaine Street, in the MU-V -
Mixed-Use Village Zone, in Ward 1. The Planning Division of the Community and
Economic Development Department has determined, under Section 15183.3
Streamlining for Infill Projects, pursuant to Public Resources Code Section 21094.5,
that the proposed project is consistent with the Final EIR for the 2014-2021 Housing
Element Update/Housing Implementation Plan certified in December 2017 (SCH No.
2017041039), subject to compliance with the approved Mitigation Monitoring and
