The Planning Division of the Community and Economic Development Department has determined that CIP consistency review is not subject to the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15061(b)(3), because the review is not considered a “project” as defined by section 15378(b)(4). The project site consists of 0.88 developed acres, located at 360 E. Alessandro Boulevard, situated on the northwest corner of Alessandro Boulevard and Mission Grove Parkway, in the O – Office Zone, in Ward 4. The Community & Economic Development Department recommends that the Planning Commission determine the project will not have a significant effect on the environment and that a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program (MMRP) be adopted. The primary project site (Hospital Expansion Site) is located at 10800 Magnolia Avenue, situated on the south side of Magnolia Avenue between Polk Street and Park Sierra Drive. Off-Site Area 1 is located at 10821 Magnolia Avenue, situated on the north side of Magnolia Avenue between Polk Street and Burge Street. Off-Site Area 2 is located at 11510 Magnolia Avenue, situated on the southwest corner of Magnolia Avenue and Fillmore Street. All project sites are located in Ward 6. The City of Riverside has prepared a Draft Environmental Impact Report for this project. All significant effects of the proposed project have been reduced to less than significant with implementation of mitigation measures with the exception of impacts to transportation.
