City of Riverside Page 4 Planning Commission Agenda June 8, 2023 4 PLANNING CASE PR-2022-001326 (RZ, CUP, DR): Proposal by John Pollock of Kimley Horn and Associates, Inc. to consider the following entitlements to construct a 2,913-square foot drive-thru restaurant (Raising Cane’s Chicken Fingers): 1) Rezone request to amend the site’s zoning designation from CR-SP – Commercial Retail and Specific Plan (Magnolia Avenue) Overlay Zones, CG-SP – Commercial General and Specific Plan Magnolia Avenue) Overlay Zones, and O-SP – Office and Specific Plan (Magnolia Avenue) Overlay Zones to MU-V-SP – Mixed-Use Village and Specific Plan (Magnolia Avenue) Overlay Zones; 2) Conditional Use Permit to allow a drive-thru restaurant; and 3) Design Review of project plans. The project site consists of a 0.93-acre parcel that is currently developed with a two-story multi-tenant commercial building (to be demolished) and a 0.31-acre off-site parking lot to serve the proposed drive-thru restaurant. The project site is located at 4100 Central Avenue (APN: 225-202-019), situated south of Central Avenue between School Circle Drive and Brockton Avenue, in the CR-SP – Commercial Retail and Specific Plan (Magnolia Avenue) Overlay Zones, CG-SP – Commercial General and Specific Plan Magnolia Avenue) Overlay Zones, and O-SP – Office and Specific Plan (Magnolia Avenue) Overlay Zones, and the off-site parking lot located at 6611 School Circle Drive (APN: 225-201-062), in the MU-V-SP – Mixed-Use Village and Specific Plan (Magnolia Avenue) Overlay Zones, Ward 3. The Planning Division of the Community & Economic Development Department determined the proposal is exempt from the California Environmental Quality Act (CEQA) review pursuant to Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, as the project will not have a significant effect on the environment.
