Email comments to PC@riversideca.gov. ******* City of Riverside Page 1 Planning Commission Agenda December 21, 2023 Pursuant to the City Council Meeting Rules adopted by Resolution No. 23976, members of all Boards and Commissions and the public are reminded that they must preserve order and decorum throughout the meeting. In that regard, members of all Boards and Commissions, as well as the public participants are advised that any delay or disruption in the proceedings or a refusal to obey the orders of the City Council, Boards and commissions, or their presiding officer constitutes a violation of these rules. Minutes 2 Minutes of December 7, 2023 Attachments: Minutes City of Riverside Page 3 Planning Commission Agenda December 21, 2023 PUBLIC HEARINGS Individual audience participation is limited to 3 minutes. 3 PLANNING CASE PR-2023-001476 (CUP, DR): Proposal by Paul Bernard to consider the following entitlements to construct a 2,133 square-foot drive-thru facility (Starbucks): 1) Conditional Use Permit to allow a drive-thru business; and 2) Design Review of project plans. The project site is part of an 8.4-acre multi-tenant commercial shopping center. An existing 7,000 square-foot commercial building within the commercial shopping center is proposed to be demolished. The project site is located at 3856 La Sierra Avenue (APN: 142-240-039), situated on the west side of La Sierra Avenue between Channing Drive and Magnolia Avenue, in the CR-S-2-X-SP - Commercial Retail, Building Stories (2 Stories), Building Setback, and Specific Plan (Magnolia Avenue) Overlay Zones, in Ward 6. The Planning Division of the Community & Economic Development Department determined the proposal exempt from the California Environmental Quality Act (CEQA) review pursuant to Section 15303 (Construction or Conversion of Small Structures) of the CEQA Guidelines, as the project will not have a significant effect on the environment.
