RIVERTON CITY COUNCIL Minutes of the Work Session Meeting Held May 14, 2024 7:00 PM The work session meeting of the Riverton City Council was held on the above date and time, duly convened by Mayor Tim Hancock at 7:00 p.m. City Council Members present were Dean Peranteaux, Lindsey Cox, Kyle Larson, and Kristy Salisbury. Council Member Salisbury led the pledge of allegiance, and Council Member Peranteaux conducted the invocation. Roll Call was conducted. Council Member Peranteaux moved, seconded by Council Member Salisbury to excuse Council Members Mike Bailey and Karla Borders from tonight’s meeting. Motion passed unanimously. Mayor Hancock declared a quorum of the council. City Staff present: City Administrator Kyle J. Butterfield, Administrative Services Director Mia Harris, Public Works Director Brian Eggleston, Police Chief Eric Hurtado, and Community Development Director Michael Miller. Approval of the Agenda – Council Member Larson moved, seconded by Council Member Cox for the approval of the agenda as presented. Motion passed unanimously. Fiscal Year 2025 Budget Presentation & Discussion – City Administrator Mr. Butterfield presented a proposed budget representing a balanced approach for operating the City of Riverton for fiscal year 2024 – 2025. Mr. Butterfield offered a brief overview of the expenditures and revenues for the general fund and enterprise funds, including the water, wastewater (sewer), sanitation, and airport funds. Mr. Butterfield also offered a brief overview of the economic development fund, 1% optional excise taxes, 911 fund, air service fund, senior center endowment, Riverton Rendezvous, and the tourism asset development funds. Fiscal Year 2025 Contract for Services Discussion – City Administrator Mr. Butterfield reported that last year the City Council approved funding request totaling $275,000 to thirteen entities. This year City Staff received $783,649.30 in funding requests from nineteen entities. Mr. Butterfield leads the discussion to allocate $275,000 in FY25 for community service contracts. The following entities requested (discussed allocating amount):  Central Wyoming Children’s Center for Art: requested $10,000 ($0)  Child Development Services of Fremont County: requested $113,600 ($0)  Eagles Hope Transitions Shelter: requested $55,000 ($35,000)  Injury Prevention Resources: requested $9,500 ($3,000)  Juvenile Justice Services of Fremont County (Youth Services): requested $35,000 ($7,000)  MMIPWindRiver.org: requested $3,000 ($3,000)  PAWS for Life Animal League: requested $65,000 ($45,000)  ‘R’ Recreation: requested $135,000 ($127,000)  Riverton Chamber of Commerce & Visitors Center: requested $69,245 ($15,000)  Riverton Help Center: requested $24,000 ($0)  Riverton Lions Club: requested $9,783 ($0)  Riverton Little League: requested $3,000 ($0)  Riverton Swim Club: requested $10,000 ($0)  Riverton Volunteer Fire Department: requested $5,000 ($5,000)  Special Olympics Riverton: requested $15,000 ($0)  Volunteers of America Northern Rockies (VOA): requested $55,000 ($0)  Wind River Refuge/Foundations for Nations: requested $75,000 ($0)  Wind River Transportation Authority: requested $49,521.30 ($0)  Wyoming Senior Citizens, Inc.: requested $12,000 ($0) Adjourn – There being no further business to come before the Council, Council Member Salisbury moved, seconded by Council Member Cox to adjourn the meeting. Motion passed unanimously.
