1 ROANOKE CITY COUNCIL-REGULAR SESSION August 3, 2020 2:00p.m. The Council of the City of Roanoke met in regular session on Monday, August 3, 2020, at 2:00 p.m. in the Council Chamber, Room 450, Noel C. Taylor Municipal Building, 215 Church Avenue, S. W., City of Roanoke, with participation by Members of City Council by electronic communication as permitted and authorized by Virginia Code Section 2.2-3708.0(A)(3), as amended, Ordinance No. 41703-032720; and Resolution No. 41704-032720; with Mayor Sherman P. Lea, Sr., presiding, pursuant to Chapter 2, Administration, Article II, City Council, Section 2-15, Rules of Procedure, Rule 1, Regular Meetings, Code of the City of Roanoke (1979), as amended, and pursuant to Resolution No. 41772-070620 adopted by the Council on Monday, July 6, 2020. The 9:00 a.m. session was cancelled due to continuing developments with regard to the reopening of Roanoke City Public Schools, and there were no items or briefings for discussion by the Council. PRESENT: Council Members William D. Bestpitch, Joseph L. Cobb, Michelle L. Davis, Djuna L. Osborne, Anita J. Price, Patricia White-Boyd and Mayor Sherman P. Lea, Sr.-7. ABSENT: None-0. The Mayor declared the existence of a quorum. OFFICERS PRESENT: Robert S. Cowell, Jr., City Manager; Daniel J. Callaghan, City Attorney; and Cecelia F. McCoy, City Clerk. The Invocation was delivered by Vice-Mayor Joseph L. Cobb. The Pledge of Allegiance to the Flag of the United States of America was led by Mayor Sherman P. Lea, Sr. Mayor Lea advised that pursuant to Virginia Code Section 2.2-3708 (A)(3), this regular session of City Council is being conducted by electronic communication means. The COVID-19 pandemic disaster makes it impractical and unsafe for a quorum of City Council to physically assemble in one location during this disaster. Each Member of Council has accessed through the Zoom meeting platform and can participate in this proceeding. The City has provided the public with information to allow the public access to observe this regular session through live broadcast on RVTV, live streaming on Facebook and posted on YouTube. The City has provided notice of this agenda and process to the public on Thursday, July 30, 2020. 2 The Mayor announced that the Annual State of the City Address will be held on Wednesday, August 26, 2020 at 8:00 a.m., in the City Council Chamber, 215 Church Avenue, S. W., Room 450, by electronic communication means. Playback to be aired on RVTV Channel 3 on Friday, August 28, at 5:00p.m. and 10:00 p.m.; and on Sunday, August 30, 5:00p.m. and 10:00 p.m. PRESENTATIONS AND ACKNOWLEDGEMENTS: 35TH ANNIVERSARY OF THE AMERICANS WITH DISABILITIES ACT: The Vice-Mayor presented Karen Michalski-Karney, Executive Director, Blue Ridge Independent Living Center, with a proclamation declaring 35 1h Anniversary of the enactment of the Virginians with Disabilities Act and recognized the year 2020 as the year of the Virginians with Disabilities Act and Americans with Disabilities Act. In closing, Mr. Jackson requested City Council's concurrence in the Roanoke Arts Commission's recommendations for funding to cover the FY2021 expenses from the Percent for Art account totaling $47,000.00. Following complimentary remarks from several Members of City Council, Vice- Mayor Cobb moved that the Council concur in the Roanoke Arts Commission's recommendation as abovementioned. ITEMS RECOMMENDED FOR ACTION: VIRGINIA HOMELESS SOLUTIONS PROGRAM GRANT: The City Manager submitted a written communication recommending acceptance of the Virginia Homeless Solutions Program Grant from the Department of Housing and Community Development. (For full text, see communication on file in the City Clerk's Office.) 6 Vice-Mayor Cobb offered the following resolution: (#41821-D8D32D) A RESOLUTION authorizing the acceptance of the Virginia Homeless Solutions Program Grant ("Grant") to the City of Roanoke ("City") by the Virginia Department of Housing and Community Development ("VDHCD") in the amount of $1D2,44D; authorizing the City of Roanoke to be the fiscal agent for distribution of the grant proceeds; and authorizing the City Manager to execute any documentation required to accept the Grant on behalf of the City, including Memorandums of Understanding with certain provider agencies. (For full text, see communication on file in the City Clerk's Office.) 8 Council Member Bestpitch offered the following resolution: (#41825-080320) A RESOLUTION accepting the Virginia Department of Transportation's (VDOT) award to the City in the total amount of $2,818,704 for the Smart Scale funds for the Orange Avenue Improvement Project from King Street to Blue Hills Drive/Mexico Way; authorizing the City Manager to execute a VDOT Standard Project Administration Agreement for Federal-aid Projects and Appendix A for the Orange Avenue Improvement Project; and authorizing the City Manager to take certain other actions in connection with the above matters and project. (For full text, see communication on file in the City Clerk's Office.)  9 Council Member Price offered the following resolution: (#41827 -080320) A RESOLUTION supporting four applications and authorizing the City Manager to submit such applications to the Virginia Department of Transportation (VDOT) for funds from the Smart Scale Program for certain projects; and authorizing the City Manager to take certain actions in connection with such projects. The City Manager offered the following comments: Financial Empowerment Center Launches • Last week the City of Roanoke, in partnership with the national Cities for Financial Empowerment Fund and Freedom First Enterprises, announced the grand opening of Roanoke's Financial Empowerment Center with a virtual ribbon-cutting event on Facebook. • The FEC will offer professional, one-on-one financial counseling and coaching as a no-cost public service to local residents. • Roanoke is one of more than two dozen cities and counties across the country that have either launched or are working to launch local FECs. • This program is being coordinated by Brandon Meginley in our Economic Development Department. Pacesetter Finalist • The Campaign for Grade-Level Reading recently announced it is recognizing Roanoke's Star City Reads initiative as a Pacesetter Finalist for its work in 2019. • Roanoke is a Finalist for the community's work around improving children's health outcomes. • Roanoke Public Libraries' 2019 partnership with Carilion Children's Jefferson Pediatric Clinic and the City of Roanoke Department of Human/Social Services, called "Feed, Read, and Grow," was highlighted in the 2019 designation. 10 Reminder: 811/911 Center Dedication • The city is planning a dedication ceremony for the new 811/911 Communication Center this Thursday, August 6, at 10:00 a.m. at its location on Blue Hills Circle. • This facility is the beginning of a new era in emergency communications, and of a special public/private partnership to provide those communications. Following comments by the Council, Council Member Davis announced a Virtual Job Fair scheduled on Thursday, August 6 from 1:00 to 5:00 p.m. hosted by Virginia Career Works - Blue Ridge; with participation by computer or smart phone only. Council Member White-Boyd inquired how citizens may apply for rental assistance through Star City Strong Recovery Fund efforts; wherein, the City Manager suggested that citizens contact Total Action for Progress who may assist with funding to support greater access to healthy food, assistance with utilities, rent and mortgage. MOTIONS AND MISCELLANEOUS BUSINESS: INQUIRIES AND/OR COMMENTS BY THE MAYOR AND MEMBERS OF COUNCIL: EQUITY AND EMPOWERMENT ADVISORY BOARD: Council Member Bestpitch gave a status update on the development of the Equity and Empowerment Advisory Board with regard to the development characteristics, candidate questions, and timeline. He advised selection of finalists and interviews will begin in October, appointments will be made in November, and terms will begin January 1, 2021. Application deadline is September 30, 2020. CORONAVIRUS: Council Member Bestpitch gave a status update on the development of the Equity and Empowerment Advisory Board with regard to the development characteristics, candidate questions, and timeline. He advised selection of finalists and interviews will begin in October, appointments made in November, and terms will begin January 1, 2021. Application deadline is September 30, 2020.  11 He also expressed concern with regard to the continual spread of the Coronavirus; urged the public to protect themselves and wear masks; suggested that City Council hold Council meetings remotely through the Zoom platform to prevent further transmission and spread of the virus. COVID-19: Mayor Lea voiced concern with regard to the spread of Coronavirus in connection with large crowds and parties in the community; stated that the virus has gained momentum and opined the pandemic was about the life and death of people. COVID-19 TESTING: Council Member White-Boyd (along with Dr. Elda Stance- Downey, Vivian Sanchez Jones, and Dr. Molly O'Dell) have worked with staff to develop an outdoor community forum on COVID-19 testing focused on the local Hispanic and African-American population to encourage additional testing participation and safe practices. She invited community leaders within the Hispanic and African-American communities to attend the event on August 5 at Huff Lane Park at 5:30 p.m. In case of inclement weather, the event will be hosted at Iglesia De Dios Pentecostal M.l. located at 2302 Oakland Boulevard, N. W. At 3:46 p.m., Mayor Lea declared the Council Meeting in recess for a Closed Meeting through electronic communication means. At 4:43 p.m., the Council meeting reconvened in the Council Chamber, with Mayor Lea presiding and all Members of the Council in attendance. E., bearing Official Tax Map No. 4011119, to Upper Church, LLC, a Virginia limited liability company, for the sum of $500 and other consideration, for August 17, 2020, at 7:00 p.m., or as soon thereafter as the matter may be reached, or at such other date and time as the City Manager may determine.
