Budget Presentation FY 23-24 By Clint Mack Budget Presentation FY 23-24 By Clint Mack  Clint Mack summarized budget. In full agreement with the Commissioners of Town of Robbins headed in the right direction. BOC successfully dropped real property tax rates for third year in a row at 71cents. Healthy budget at 1.7M including 5% COLA increase, Town increase is right in the middle of peers and designed to encourage retention. Giving us control of water/sewer fund 30 is imperative. Town of Robbins will participate in Elections locally in fiscal year. Budget came in under budget on attorney fees, however number is staying the same. Police budget increases to include COLA and merit raises. Fire to increase to help facilitate those part time hours to remain competitive. Recreation is seeing a slight increase to be able to grow activities and public should see more amenities. In Street we have hired some help temporarily. Powell Bill money is to be used to pave and patch with Horner Paving. In Economic development we see a slight increase due to membership fees increased. Total Expenses 1.655M surplus of $50K in capital reserve. Enterprise fund was the easiest this year. Our revenues 490K last year and we are at 454K now. We are in the green, the not needing as much and selling more. Public works has done a great job. When are fiscally fine, we don't have to make decisions out of desperation. Being in control of our rates what do we want it to look like? Sewer rate, no surprise $63K chemical has increased and shipping fees have greatly increased. We talk about binding chemicals have gone down, but no manager expects prices to decrease in the next year. Our Spies line is now paid off! That's $24,000 is going right back into chemicals. In closing, we have a small surplus and the budget is balanced. Nothing but collaboration with all the chiefs. Clear on their vision and what they can afford. Very proud of them and they know how to go after revenue to get what they want. It shows in their equipment and what's on the lot. If I had a fiscal focus, it would be public works to make sure they have what is needed to take care of our infrastructure. That concludes my presentation. Mayor: Comments or Questions? Stewart: I would like to make a comment, that report was totally awesome, i appreciate you the manager, staff and all the employees. This will be the 3rd year in row we have decreased taxes very proud to help us achieve that, thank you. Phillips: Thank you to the dept heads for sticking to your budgets and working in conjunction with the manager. Thank you all. Mayor: I would just comment as Kevin said and reiterate our taxes 3 years in a row; 4 cent over 3 years equates to $36,505.20 and I really feel good when the public comes to say that thanks for cutting taxes. Every once in a while, you will get "well you didn't cut it that much" but the truth is we did...b/c that $36K would pay a full-time employee. Thats a tremendous investment we made. I appreciate that guys. Anyone else? Bradshaw: I will say, I give some of the departments a hard time about their budgets. I appreciate we didn't have the same battle we've had the last couple years.
